Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7. Council Member Steve Martinez arrived at 6.44 p.m. Staff members present were Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of Public Works, Jaime Salinas -Police Captain, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Tim Crosswhite-Capital Improvement Program Manager, Melinda Brown -Community Engagement Manager, Valessa Gutierrez-HR Manager, Vannesa Rincon-Budget Manager, and Belinda Hinojosa-City Secretary. A Resolution of the City Council of Plainview, Texas, Authorizing the Submission of a State and Local Cybersecurity Grant Application for the Information Technology Core Infrastructure Replacement (Resolution R24-627) Presenter: Isauro Gutierrez, Director of Information Technology Resolution would authorize submission of grant application Public Comment: None Motion: Move to adopt Resolution R24-627 Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 8-0. A Resolution of the City Council of the City of Plainview, Hale County, Texas Providing For A Joint Election Agreement Between the City of Plainview and Plainview Independent School District: Designating the Mayor to Sign on Behalf of the Council such Agreement Between Both Governmental Entities Stated Herein. (Resolution R24-628) Presenter: Belinda Hinojosa, City Secretary This would approve a joint election between the City and Plainview Independent School District. A Resolution of the City Council of the City of Plainview, Texas Making Certain Findings Regarding the Running Water Draw Park System, Dedicating Property for Drainage and Declaring 3.446 Acres Located West of 1-27 Adjacent to U.S. Highway 70 out of Section 28, Block JK-2, Plainview, Hale County Texas To Be Surplus Real Property; Authorizing The City Manager To Dispose Of The Property In Accordance With Applicable Law; Declaring That The Policy Serves A Public Purpose (Resolution R24-629) Presenter: Jeffrey Snyder, City Manager City Council Minutes March 26, 2024 Page 2 of 4 379 This would dedicate property for drainage and authorize the City Manager to dispose of property in accordance with applicable law. Consider Award of Bid to purchase City Vehicles in Public Works and Information Technology Presenter: Tim Crosswhite, Capital Improvement Program Manager Staff recommends award of bid to Randall Reed Ford in the amount of $287,960. Public Comment: None Motion: Move to award bid to Randall Reed Ford for vehicles Motion by Council Member House, seconded by Council Member Weiss Vote: 8-0. Motion carried. 10. Consider Award of Bid to purchase Patrol Vehicles in the Police Department Presenter: Tim Crosswhite, Capital Improvement Program Manager Staff recommends award of bid to Randall Reed Ford in the amount of $179,880. Public Comment: None Motion: Move to award bid to Randall Reed Ford for Patrol vehicles Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 8-0. Motion carried. 11. Consider Award of Bid for Phase 2 — Regional Park Baseball/Softball Complex Improvements Presenter: Tim Crosswhite, Capital Improvement Program Manager Staff recommends award of bid to Henthorn with alternates 1 and 2 in the amount of $2,428,500, Public Comment: None Motion: Move to award bid to Henthorn Construction with alternates 1 and 2 City Council Minutes March 26, 2024 Page 3 of 4 Motion by Council Member McDonough, seconded by Council Member Rodriguez Vote: 8-0.
