Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, and Evan Weiss -District 6. Council Member Lorie Rodriguez -District 7 was absent. Staff members present were Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of Public Works, William Bridgwater -Police Captain, Bobby Gipson - Fire Chief, Kristi Aday-Economic Development Director, Tim Crosswhite-Capital Improvement Program Manager, Melinda Brown -Community Engagement Manager, Vannesa Rincon-Budget Manager, and Belinda Hinojosa-City Secretary. Motion carried. 4. Presentation of Solid Waste/Recycling Annual Report Presenter: Brocke Lively, Landfill Superintendent Presented annual report Public Comment: None 5. Consider SAFE Camp Program Agreement with YMCA Presenter: Jeffrey Snyder, City Manager Staff recommends approval of Agreement with City providing a subsidy of $35,000. Motion carried. 6. Consider Plainview Aquatics Center Agreement with YMCA Presenter: Jeffrey Snyder, City Manager The City will pay the YMCA a fee of $30K towards the management and operational costs of the facility during the summer. This number is down from the original allocation of $50K due to the shifting of off-season responsibilities to the City since we have certified pool operators on staff to manage the system. Public Comment: None Motion: Move to approve Aquatics Center Agreement with YMCA Motion by Council Member McDonough, seconded by Council Member Martinez Vote: 7-0. Motion carried. 7. An Ordinance of the City of Plainview, Texas, Amending Article 13.05 Entitled "Water Conservation/Drought Contingency Plan" Regarding the City of Plainview's Water Use Management Plan By Amending the Following Sections: §13.05.004, Water Conservation Plan; and §13.05.005, Drought Contingency and Emergency (Ordinance No. 24-3761 — First Readina) Presenter: Neil Weems, Director of Public Works This would amend the previous Plan. Public Comment: None Motion: Move to adopt Ordinance 24-3761 on first reading. Motion by Mayor Pro Tem Blackerby, seconded by Council Member McDonough Vote: 7-0. Motion carried. 8. Consider award of bid for the 2024 Seal Coat Proiect Presenter: Jeffrey Snyder, City Manager Staff recommends awarding the bid to Freeman Paving. Motion by Council Member House, seconded by Council Member McDonough Vote: 7-0. Motion carried. 9. Consider an interlocal agreement between the City of Plainview and Hale County for the 2024 Seal Coat Project Presenter: Neil Weems, Director of Public Works Staff recommends approval of Agreement with Hale County. Public Comment: None Motion: Move to approve interlocal agreement with Hale County for the 2024 Seal Coat Project Motion by Council Member McDonough, seconded by Council Member Weiss Vote: 7-0. Motion carried. 10. Award bid for the Water Treatment HVAC Replacement Presenter: Tim Crosswhite, Capital Improvement Program Manager Staff recommends awarding the bid to Larry's Heating and Air for $110,000 Public Comment: None Motion: Move to award bid to Larry's Heating and Air for Water Treatment/HVAC Replacement Motion by Council Member Weiss, seconded by Council Member Dickerson Vote: 7-0. Motion carried. 11. Authorize the City Manager to sign Change Order Number 2, a contract modification to extend the time of completion with Alltech Engineering Corp. Presenter: Neil Weems, Director of Public Works Staff recommends approval of Change Order No. 2 Public Comment: None Motion: Move to authorize the City Manager to sign Change Order Number 2. Convene into executive session in accordance with Tex. Gov't Code �551.071 to seek the advice about pending or contemplated litigation, settlement offers or on matters in which duty of the attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with Tex.
