RESOLUTION NO. R24-633
A RESOLUTION OF THE CITY OF PLAINVIEW CALLING AND SETTING
THE DATE FOR THE RUNOFF MUNICIPAL ELECTION; DESIGNATING
THE ELECTION OF A COUNCIL MEMBER FOR DISTRICT 5;
DESIGNATING THE DISTRICT AND POLLING PLACE FOR DISTRICT 5;
DESIGNATING EARLY VOTING DATES; DESIGNATING THE EARLY
VOTING BALLOT BOARD JUDGE; DESIGNATING THE DISTRICT
POLLING PLACE JUDGE; SETTING HOURLY RATE FOR ELECTION
OFFICIALS AND POSTING NOTICE OF ELECTION.
WHEREAS, a general election was held on May 4, 2024, the City Council having
canvassed the returns of the Election and having determined that no candidate for the
office of Council Member District 5 received a majority of the votes cast for the office and
that Daniel Rascon received the highest number of votes and Matt Blackerby received
the second highest number of votes cast for Council Member District 5; and
WHEREAS, in accordance with the statutes of the State of Texas and the Charter
of the City of Plainview, a runoff election shall be held in and for the City of Plainview; and
WHEREAS, the runoff election shall be held on June 15, 2024; and
WHEREAS, said runoff election is to elect a Council Member for District 5; and
WHEREAS, all persons qualified to vote in said election under the Election Laws
of the State of Texas shall be allowed to vote therein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that:
SECTION 1
A runoff election shall be held in the City of Plainview, Texas on the 15th day of
June, 2024. Said runoff election is to elect a Council Member for District 5.
SECTION 2
All electors shall vote in the voting district in which said voter resides, and at the
polling place provided for voting as designated in Section 3 of this Resolution.
SECTION 3
The runoff election shall be held in the designated district within the City, at the
designated polling place within the district as designated below:

Voting Place: Garland Street Church of Christ
700 Garland Street
Plainview, Texas
SECTION 4
Early voting by personal appearance will be conducted each weekday at 202 W.
5th Street, Plainview, Texas between the hours of 8:00 a.m. and 5:00 p.m. beginning on
June 3, 2024 and ending on June 11, 2024.
SECTION 5
Said special election shall have as its Early Voting Ballot Board presiding election
judge, Jackie Lopez. On June 15, 2024, the District 5 Polling Place Judge will be Nancy
Hardin.
SECTION 6
It is further provided that the hourly rate for presiding election judges shall not
exceed $10.00 per hour, and the hourly rate for clerks shall not exceed $10.00 per hour.
SECTION 7
A copy of this resolution shall also be served upon the election officials designated
to hold the election.
SECTION 8
Notice of this election shall be given in accordance with the provisions of the Texas
Election Code and returns of such notice shall be made as provided for in said Code.
