Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7. Staff members present were Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Tim Crosswhite-Capital Improvement Program Manager, Melinda Brown -Community Engagement Manager, Philip Mize -Chief Building Official, and Belinda Hinojosa-City Secretary. Consider a Resolution of the City of Plainview Calling and Setting the Date for the Runoff Municipal Election; Designating the Election of a Council Member for District 5; Designating the District and Polling Place for District 5; Designating Early Voting Dates; Designating the Early Voting Ballot Board Judge; Designating the District Polling Place Judge; Setting Hourly Rate for Election Officials and Posting Notice of Election. Consider an Ordinance Amendinq the City of Plainview, Texas Code of eke Ordinances By Adding Article 12.17 Entitled "Special Events" Establishing a Permitting Process to Governing Special Events Within the City and on Public Property; Providing for a Penalty Not to Exceed $500.00 for Failing to Obtain a Permit; Providing an Effective Date; Providing a Savings Clause; Providing a Repealer and Providing for Publication. (Ordinance No. 27-3762 — Second Reading) Public Comment: None Motion: Move to approve Ordinance No. 27-3762 on second reading. Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 8-0. Motion carried. 11. Award of Bid for Landfill Cell and Authorize Mayor to sign the necessary contract documents Presenter: Tim Crosswhite, Capital Improvement Program Manager Staff recommends awarding the bid to D.E. Rice Construction in the amount of $1,097,326. Public Comment: None Motion: Move to Award of Bid for Landfill Cell and Authorize Mayor to sign the necessary contract documents Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 8-0. Award of Bid for Sewer Line Pipe Bursting Project and Authorize Mayor to sign the necessary contract documents Presenter: Tim Crosswhite, Capital Improvement Program Manager Staff recommends awarding the bid to Amarillo Utility Contractors for Alternate 1 in the amount of $208,140. Public Comment: None Motion: Move to Award of Bid for Sewer Line Pipe Bursting Project to Amarillo Utility Contractors with Alternate 1 Motion by Mayor Pro Tern Blackerby, seconded by Council Member House Vote: 8-0.
