The City Council of the City of Plainview met on May 14, 2024, at 6:30 p.m., at City Hall,
202 W. 5tn Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District
7.
Staff members present were Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff
Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology,
Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire
Chief, Kristi Aday-Economic Development Director, Tim Crosswhite-Capital Improvement
Program Manager, Melinda Brown -Community Engagement Manager, Philip Mize -Chief

Judge; Setting Hourly Rate for Election Officials and Posting Notice of Election.

Ordinances By Adding Article 12.17 Entitled "Special Events" Establishing a Permitting
Process to Governing Special Events Within the City and on Public Property; Providing
for a Penalty Not to Exceed $500.00 for Failing to Obtain a Permit; Providing an Effective
Date; Providing a Savings Clause; Providing a Repealer and Providing for Publication.

11. Award of Bid for Landfill Cell and Authorize Mayor to sign the necessary contract
documents

Staff recommends awarding the bid to D.E. Rice Construction in the amount of
$1,097,326.

12. Award of Bid for Sewer Line Pipe Bursting Project and Authorize Mayor to sign the
necessary contract documents

Staff recommends awarding the bid to Amarillo Utility Contractors for Alternate 1 in the
amount of $208,140.
