City of Plainview Announces Updated
Special Events Application Process
To improve transparency and communication, the City of
Plainview has updated the process for receiving and
managing special event applications for community events.
A new application and review process will assist event
organizers and City of Plainview staff in planning safe and
successful events.
Event planners will first see a new application that includes
an introduction letter, more detailed questions, an event
map, recommended parade and 5k routes and a fee
schedule with applicable fees. The new application aims to better communicate the City’s
requirements for special events within the City. Internally, the City has revamped the staff review
process to ensure more timely communication for public resources and tracking of applications.
In May, City Council passed an ordinance establishing guidelines and regulations for gatherings or
organized activities that may require public resources and allow public safety personnel to prepare
and respond to ensure the public’s health and safety.
A special event is a temporary event or gathering that may use either public or private property and
includes:
o Circuses, carnivals, fairs or other events
o Parades, Fun Runs, Walks, Bike Races, Marathons/Half Marathons
o Music Performances (Concert, Festival)
o Car Show
o Arts & Crafts, Vendor or Trade Show
A Special Event Permit Application is Needed:
o Any Event Open or Advertised to the Public
o Closing / Partial Closure of a Public Street
o Sale of Merchandise / Food / Beverages
o Blocking City-owned Property, Streets
o Erecting a tent larger than 200 square feet
o Placement of stage, trailer or other portable structure
Event Organizer Responsibilities:
o Complete the Special Event Permit Application
o Submit Appropriate Documents (if required)
o Pay Event Permit Fee, Applicable Other Fees
