MSWRRAC Board
Brocke Lively, City of Plainview Superintendent of
Solid Waste Management, was recently appointed
to serve on the Texas Commission on
Environmental Quality Municipal Solid Waste
Management and Resource Recovery Advisory
Council (MSWRRAC). Appointed by TCEQ
Commissioners, he will serve a six-year term.
The eighteen-member Advisory Council is responsible for evaluating state policies and
programs, making recommendations regarding planning of funds, special studies and
projects to the TCEQ Commissioners and reviewing legislative initiatives for best
practices on municipal solid waste management.
Lively has been with the City of Plainview since 2006, serving as a side load driver,
landfill foreman and named Superintendent in 2019. A graduate of Roosevelt High
School, he is a Certified Public Manager, completing the CPM program through Texas
Tech University, a Certified CDL Trainer and holds an MSW-A license. Lively and his
wife, Lela, have five children and three grandchildren.
