City of Plainview Announces No Late
Fees for Returned Library Books
The City Council approved an Ordinance to amend fees, rates
and service charges for City services at their Tuesday night
Council Meeting.
One of the most notable change includes the removal of Unger
Memorial Library fees for overdue materials including books,

audio, periodicals and videos. Beginning Tuesday, May 30, any overdue materials
returned will not assess a fee. Replacement fees for lost or damaged material and
overdue interlibrary loan books will remain in place.
Library fees were removed for several reasons including:
Library fees may create a barrier for many citizens who rely on the Library for its
free access to books, technology and other services. Removing fees ensures more
equitable access to the Library.
Overdue materials are less common due to the extended loan period.
Studies show that there is no difference in the return of materials if a library charges
a fee or not.
Library card applications and circulation of materials increase when late fees are
removed.
Overdue fees only account for a small portion of library revenue.
A number of area libraries no longer charge fees for overdue items including Canyon Area
Public Library and Lubbock Public Library, as well as other libraries across the State.
