City of Plainview’s Animal Services Task Force Presents
Report to City Council
The City Council appointed a 10-member Task Force in October 2019 to evaluate the
policies and procedures of Animal Control and the Animal Shelter. The Task Force
consisted of volunteers from the animal nonprofit organizations, a veterinarian and local
citizens. However, due to COVID-19, task force meetings were put on hold until Summer
2021 and work was completed this April.
The Animal Services Task Force Final Report was presented at the regularly scheduled

City Council meeting on Tuesday, April 26. A copy of the report is available at

The Task Force recommendations include the following:
1. Revisions to the Code of Ordinances related to Animal Control
2. Creation of an Animal Services Advisory Board comprised of one (1) veterinarian,
one (1) resident of the City of Plainview, one (1) municipal official, one (1) person
whose duties include daily operations of an animal shelter, and one (1)
representative from an animal welfare organization
3. Changes to Animal Service Fees and Charges that will provide incentives for
animal owners to spay or neuter their animals and establish a new breeder permit
to better manage the breeding/sale of dogs and cats within the City Limits.
4. Animal Shelter Volunteer Policy with guidelines ensuring the safety of volunteers
and creating opportunities for various groups to help at the Animal Shelter.
5. Recommend the City consider constructing a new, modern Animal Shelter
“We appreciate the work of the Animal Services Task Force volunteers and the time and
energy they committed to this process” said Starnes. “This is a priority for City Council,
and we will begin moving through these recommendations.”
