City of Plainview’s Code Enforcement Staff Continuing Sweep
Program in November
The City of Plainview’s Code Enforcement staff will continue their sweep program- a
concerted effort to address a variety of existing code violations – between Quincy Street
and Columbia Street in Plainview. The sweep will be conducted during the month of
November.
The sweep will begin in the neighborhoods between Quincy Street and Columbia Street

from 11 Street to 24 Street. The sweep will be conducted primarily for residential
properties but commercial properties could be included.
Letters were recently mailed to property owners and renters. The letter will include the
type of code enforcement violations staff will be addressing and provide citizens an
opportunity to address those concerns.
“The letters offer an opportunity to educate citizens on particular code violations,” says
Philip Mize, Chief Building Official. “As noted before, these are not punitive sweeps but
a concerted effort to keep the City clean.”
Concerted nuisance violations for the sweep include inoperable or junked vehicles,
improperly parked vehicles, accumulation of rubbish such as trash, refuse, junk, lumber,
and other abandoned materials, obstructed views of street corners, overgrown weeds or
grass and scrap tires.
The Solid Waste Department have set out roll off dumpsters for the sweeps from

October 28 to November 5. The dumpsters are located at 18 Street & Kokomo

Street, 13 Street & Houston and Columbia Street & 19 Street to allow citizens the
opportunity to dump unwanted items including furniture, trim limbs, appliances and other
household items. E-waste (electronics) and flammable, corrosive, toxic, explosive or
hazardous materials, oil, items containing Freon, batteries, construction debris, liquids
such as paint and air conditioners will not be accepted as well as NO commercial
dumping is allowed.
“Having the roll off dumpster in the area during the sweep will provide a place for
citizens to dump items without going to the landfill,” says Mize. “We encourage citizens
in these neighborhoods to take advantage of the convenience of the dumpster location.”
The City began conducting sweeps in 2019. The program was halted in 2020 due to
COVID-19 and then resumed last May. The City has been sectioned off into various
areas and each sweep will cover a specific section of the city until all sweep zones have
been completed.
