City Secretary Belinda Hinojosa Recognized for 20 Years of
Service during Professional Municipal Clerks Week
The Plainview City Council, along with City Manager Jeffrey Snyder,
recognized City Secretary Belinda Hinojosa at their regularly scheduled

workshop on Thursday, May 5.
Hinojosa was presented with a plaque and a pin for 20 years of service to the
City of Plainview and to celebrate Professional Municipal Clerks Week. She
began her career at the City in April 2, 2001.
As City Secretary, Hinojosa is responsible for maintaining official council
minutes, ordinance books and all records and documents, indexing all official actions of council,
processing contracts and agreements, preserving community history and vital records, administering
elections, registration and voting as well as acting as a key liaison between local government and its
citizens.
Hinojosa has served as the City Secretary for current Mayor Charles Starnes and former mayors
Wendell Dunlap, John C. Anderson, Mary Jane Shanes and Lloyd Woods. She has also served along
side current City Manager Jeffrey Snyder and former city managers Greg Ingram and Jim Jeffers.
She is married to Arturo and they have two sons and one daughter-in-law, Joshua, Jeremy and
Angelique.

The 52nd Annual Professional Municipal Clerks Week was initiated in 1969 by International Institute of
Municipal Clerks (IIMC) and is endorsed by all of its members throughout the United States, Canada
and 15 other countries. In 1984 and in 1994, Presidents Ronald Reagan and Bill Clinton, respectively,
signed a Proclamation officially declaring Professional Municipal Clerks Week the first full week of May
and recognizing the essential role Municipal Clerks play in local government. The purpose of the week
is to recognize the vital and appreciated services performed by Municipal and Deputy Clerks in serving
the changing needs of their communities.
IIMC is a professional association of City, Village, Town, Township, Borough and County Clerks,
Secretaries and Recorders. IIMC prepares its members to meet the challenges of the diverse role of
the Municipal and Deputy Clerk by providing services and continuing professional development
opportunities to benefit members and the government entities they serve. Founded in 1947 in French
Lick, Indiana, IIMC has 14,700 members throughout the United States, Canada and 15 other countries.
