City of Plainview Water Conservation Program Offering
Low Flush Toilets
Did you know the average household could save 13,000 gallons of water
per year simply by replacing their existing toilets for new water efficient
models? This could save a family nearly $2,500 in water and wastewater
bills over the lifetime of the toilets.
With this in mind, the City of Plainview would like to encourage
homeowners to conserve water by using our annual water conservation
program offering residents ADA low-flow toilets. A special thank you goes
out to McCoy’s Building Supply in Plainview for helping to reduce the
overall costs of the program.
In order to be eligible for a toilet, residents must fill out an application and meet the following criteria:
One application per homeowner/one application per household will be accepted
Must show a photo ID, City of Plainview Utility Bill and be in good standing with the Water
Utilities billing department
Resident must own or rent a home built before 1994 which still has an old large capacity toilet
(3.5 – 7 gallons per flush)
Existing low flow toilets are not eligible for replacement
Agree to install toilet within 30 days and dispose of toilet in a manner preventing it from being
reused.
City staff will schedule an inspection to confirm installation and disposal
Numbers are limited and will be on a first come, first serve basis. Applications for the low flush toilets
may be downloaded from the City’s website at www.plainviewtx.org or filled out in person at City Hall
– 901 Broadway. Applications will need to be dropped off at City Hall.
For any questions about the program, please call Paul Kite, Assistant Director of Water Utilities at
