Unit will be attending the 30 Annual Crisis Negotiation Competition at

Texas State University in San Marcos this week (January 14 – 16). Staff
attending the competition are Sgt. Cindy Hawkins, Lt. Bill Bridgwater,
Cpl. Josh Vanbebber and Cpl. David Ballard. This is the first time the unit
has attended the competition.
The Competition includes training seminars on Tuesday hosted by the Department of Criminal Justice, Texas
State University, Hays County Sheriff’s Office and the San Marcos Police Department. The Crisis Negotiation
Competition will be held on Wednesday and Thursday, concluding with a banquet on Thursday announcing the
winners of the competition.
“Any opportunities for our team to receive more training in negotiations and practice those skills in a life-like
scenario is very beneficial,” says Police Chief Ken Coughlin. “We are proud of our staff and excited for them to
represent Plainview in the competition.”
The City of Plainview Police Department Crisis Negotiator’s Response Unit consist of individuals
who negotiate with a person or group of people actively involved in a criminal, domestic or mental health
incident. They work as part of a team and have undergone special training to defuse potentially dangerous
situations.
