Hale County, City of Plainview Issue Resolutions to Update
Judicial Order #2 / Mayoral Order #2 for the Re-Opening of
Hale County and Plainview
Pursuant to Texas Governor Greg Abbott’s Executive Order GA-21, City of Plainview
Mayor Wendell Dunlap issued a Resolution amending Order #2 for residents of Hale

County effective Friday, May 8 at 12:00 a.m. Hale County Judge David Mull and
Commissioner’s Court will consider similar action at their next work session.
Order #2 maintains the original conditions of the Disaster Declaration established on

March 31 with updates per the Governor’s Executive Order and specific
recommendations to safely re-open Hale County for business while still mitigating the
spread of COVID-19.
The Order may be ratified by action of the Hale County Commissioners Court and the
Plainview City Council.

May 8 Openings include:
Cosmetology salons/hair salons/barber shops/nail salons/shops
Must ensure at least six feet of social distancing between operating work stations.
Face masks, while not required, are strongly encouraged to be worn by both customers
and employees.
Tanning salons
Must ensure at least six feet of social distancing between operating work stations.
Tanning beds are cleaned/disinfected after each use by any individual, patron or
customer.
Swimming pools
Indoor and Outdoor swimming pools may operate at up to 25 percent of the total listed
occupancy of the pool facility.
Public Pools remained closed.
Wedding Reception / Funerals / Memorials
Event held in a House of Worship -- must follow guidelines for Houses of Worship.
Event not held in a House of Worship
CDC guidelines are followed, including affirmative steps to ensure that social
distancing of 6 feet is maintained.
Total number of people attending such reception is limited to 25 percent of the
total listed occupancy of the building/venue.
Hand sanitizing stations should be made available.
No tables of more than 6 people are allowed.
Continued Closures
Bars, massage establishments, tattoo studios, piercing studios, sexually oriented
businesses, or commercial amusement and entertainment venues such as bowling
alleys, video arcades, amusement parks, water parks, and splash pads.
Nursing Homes remain closed to outside visitors and those who are 65+ and/or have
underlying health issues are asked to remain home.

Recommendations for May 18 Openings include:
Offices
Services provided by office workers in offices with more than five individuals or 25
percent of the total office workforce provided.
Manufacturing
Manufacturing services, for facilities that operate at up to 25 percent of the total listed
occupancy of the facility.
Gyms/Exercise Facilities/Classes
Gyms and exercise facilities and classes may operate up to 25 percent of the total listed
occupancy of the gym or exercise facility with the following conditions:
Locker rooms and shower facilities must remain closed, but restrooms
may open.
Equipment must be clean/disinfected after each use by a customer.
Gloves covering the entire hand, while not required, are highly
encouraged.
Outdoor Restaurant Patios
Allowed to remain open
Parties must maintain at least 6 feet distance apart from other parties at all times
Maintain social distancing for all customers waiting to be seated in the patio or venue
No more than six (6) people seated at any single table.
The City of Plainview’s City Hall, Finance Department and Unger Memorial Library will
currently remain closed to the public. Citizens are encouraged to use curbside, drive-
through, call or website options for doing business with the City.
Please wash your hands, practice social distancing and if you are experiencing COVID-
19 symptoms (shortness of breath, fever and coughing), please contact your
physician. Residents are encouraged to stay home when possible and do their part to
limit the spread of COVID-19.
