Five City of Plainview Staff Members Receive Certified Public
Manager Certifications
Five of our City of Plainview staff members, Rachael Foster, Belinda Hinojosa, Isauro Gutierrez,
Brock Lively and Melinda Brown were recently recognized by Mayor Wendell Dunlap for receiving
Certified Public Manager Certifications through the Center for Public Service at Texas Tech
University.
The Certified Public Manager Program is a nationally accredited, comprehensive management
development program specifically designed for public-sector managers. The program integrates
a two-pronged approach, focusing on theory and practice and requires classwork, some outside
assignment and a final written project.
The program is administered by the Center for Public Service (CPS) at Texas Tech University and
operates under the auspices of the CPM Program for Texas State University. Upon successful
completion of the CPM program, participants are entitled to use nationally recognized Certified
Public Manager designation. Several City staff attended the statewide graduation ceremony this
June in Austin.
“The CPM Certification is widely recognized among local governments and we are fortunate to
have this type of leadership program so close to home,” says Jeffrey Snyder, City Manager. “I
sincerely appreciate all of our staff that made the time commitment to this program and for being
dedicated to continuously looking for ways to improve our services at the City.”
Belinda Hinojosa is the City Secretary and has been with the City for 18 years. Prior to working
for the City, she was employed at Hale County State Bank and Central Plains Center. She is a
graduate of Floydada High School and attended West Texas A&M University. Her and her
husband, Arturo, have two children – Dr. Joshua Hinojosa and Jeremy Hinojosa.
Rachael Foster is the Director of Human Resources and has been with the City for two years.
Prior to working for the City, she worked in Family Practice Law and accounting. She received a
B.A. in Business Administration in Finance, Cum Laude from Texas Tech University and an
Undergraduate International Study at TTU Center, Seville Spain as well as a Law Degree from
Texas Tech University School of Law and participated in the International Legal Studies Program
through Vanderbilt Law School in Venice, Italy. She is a member of the State Bar of Texas and has
one son, Wyatt.
Melinda Brown is the Main Street Manager/Fair Theater Manager and has been with the City for
four years. Prior to working for the City, she worked in healthcare and insurance. She received a
B.S. in Journalism from Texas A&M University and has one son, Brendon.
Brock Lively is the Landfill Foreman and has been with the City of Plainview for thirteen years.
Prior to working for the City, Brock worked as a custodian, bus rider and mechanic. Brock is a
graduate of Roosevelt High School and he and his wife Lela have five kids - Stephenie, Damon,
Courtney, Robert, and Alexis.
Isauro Gutierrez is the Director of Technology and has been with the City for six years. Prior to
working for the City, Isauro worked for Wal-Mart Distribution and served in the military as a
paratrooper. He received his B.A in Computer Science Technology and MBA in Management
Information Systems from Wayland Baptist University and completed the Certified Government
Chief Information Officer Program from the University of North Carolina. He and his wife, Valessa,
have two sons – Zach and Ethan.
