Sgt. Jeff Stalcup Recognized for
Graduation from FEMA’s Emergency
Management Institute
The City of Plainview Police Department Sergeant Jeff
Stalcup was recognized at Tuesday night’s City Council
meeting by City Manager Jeffrey Snyder for his recent
graduation from the Federal Emergency Management
Agency’s (FEMA) Emergency Management Institute
(EMI).
EMI, located in Emmitsburg, Maryland, has created the National Emergency Basic
Academy to produce a comprehensive curriculum that provides the foundational
knowledge and skills needed to support the unpredictable challenges in the field of
emergency management. Furthermore, the Academy provides a unique opportunity to
build camaraderie and establish professional contacts with other Emergency
Management professionals.
Sgt. Stalcup completed five courses at the Basic Academy including Foundations of
Emergency Management, Science of Disaster, Planning: Emergency Operations,
Exercise Design and Public Information and Warning. Sgt. Stalcup completed a total of
152 hours of training to qualify for graduation.
“One of the biggest responsibilities of City government is the safety of our citizens
especially during a disaster or other big emergency situation,” says Jeffrey Snyder, City
Manager. “We congratulate Sgt. Stalcup for this accomplish and look forward to him
implanting ideas he received at training in our Emergency Management Department.”
The Basic Academy is the first phase of FEMA’s new Emergency Management
Professional Program (EMPP). The EMPP curriculum is designed to be a lifetime of
learning for emergency managers and includes three separate, but closely related,
training programs – Basic Academy, Leaders Academy and Executive Academy.
