City of Plainview Set to Demolish House
approved through Minimum Housing
Ordinance
The City of Plainview’s Minimum Housing Board approved
demolition of the structure at 1310 W. 11th Street in July and
City staff have begun demolition work.
In an effort to address substandard and dangerous structures
in the community, the City Council overhauled the Minimum Housing/Dangerous Building
Codes. This update included the adoption of the International Property Maintenance
Code, 2015 and Texas Local Government Code 214 related to substandard structures.
In addition, in an effort to streamline the process, the City Council will now serve as the
Board of Minimum Housing Standards. Jeff Snyder, City Manager stated “this is
something that has been needed and I am looking forward to seeing this new process in
action as we work to address some of substandard and dangerous structures in town.”
With the new process, a notice of violation is sent to the property owner and if no action
is taken, the Board of Minimum Housing Standards can deem a structure substandard
and the City can order the structure to be repaired and/or demolished in a given
timeframe. A Notice of Public Hearing is sent to the property owner as well as other
property owners in the area and is posted to notify the public. Anyone is welcome to
attend the public hearing and voice their concerns regarding structure in question.
“We make every effort to work with property owners to repair or rehab the structure if
possible,” says Jeff Johnston, Assistant City Manager. “Unfortunately, saving the
structure is not always possible. In those cases, our first preference is for the owner to
remove the structure. If they are unable or unwilling, then City staff or a contracted
company will remove the structure.”
This is the first structure the City has demolished under the new process. The next
