Workshop at 11:30 a.m. at the Plainview Civic Center and at a special Planning and Zoning
Commission Meeting at 6:00 p.m. at City Hall. The public is invited to attend in order to discuss

Kendig Keast Collaborative (KKC) have previously worked with the City to create the Plainview
2013 Comprehensive Plan and have been selected as a consultant for this process. Based in
Texas, they are known for their expertise on customizing land development ordinances to
individual local government needs. KKC staff member David Baird will serve as the firm’s project
manager. Working very closely with Cris Valverde, Community Development Services Manager,
he will serve as a liaison from KKC to ensure that the process meets the City’s needs.
“This is an exciting project for the City,” said Cris Valverde, Community Development Services
Manager, “KKC is familiar with Plainview’s need to revise our ordinances and we are looking
forward to partnering with them as well as with the citizens of Plainview. We invite everyone to
join us to learn about the work that has been accomplished so far and the next steps in the
process.”
One of the recommendations from the 2013 Comprehensive Plan was the need for the City to
make revisions to its Land Development Ordinances, rules for the use and development of the
land within the City. Noted as the most critical element in those ordinances was the Zoning
Ordinance, Sign Ordinance and the Subdivision Regulations - they would help create economic
development opportunities while maintaining a high quality built environment. During this
planning process there was extensive amount of public outreach in order to identify citizen
needs. Since the plan’s adoption in 2013, the City has been using this document as a guide in
planning for the City’s future.
