HomeMy WebLinkAbout01 1108 minThe Plainview City Council met on November 8, 2001, at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on November 5, 2001. Mayor Lloyd C. Woods presided. Councilmembers present were: Mike Hutcherson-District 4, Ross Owen-District 5, and Buddy McGehee-District 6. Sam Parker-District 1, Mary Jane Shanes-Distdct 2, Rey Rosas-District 3, Irene Favila-District 7 were absent. Staff members present were: John Berry-Director of Public Works, Gary Glass-Fire Chief, Wally Hatch-City Attorney, William Mull-Chief of Police, Elizabeth Regner-Assistant City Manager, Dale Simpson-Director of Civil Service, Greg Zielinksi-Code Enforcement Officer, and Belinda Hinojosa-City Secretary. Guests present were: Ron Trusler, Executive Director of Central Plains Center News Media Representatives: Richard Orr-Plainview Daily Herald Chief Gary Glass delivered the invocation. The Council and Staff then reviewed the agenda for the City Council meeting of November 13, 2001. The Council discussed the Frisco Street names. Mr. Hatch advised the Council that it was his understanding that Soto Street was to be changed back to Rock Island. The Mayor advised the Council that Councilmember Favila had advised him that they wished to withdraw the entire proposal. Since no one was present for clarification the matter is to be discussed at a future meeting. Mayor Woods presented a report on the Economic Development Oversight Committee. He stated that the Committee met and will try to get Wayland, the City, the County, Chamber of Commerce, and the Industrial Foundation and others all working together for economic development. Greg Zielinksi advised the Council that the Up with Trees project started with an idea presented by Diane Dowdy, which was to have a lot of trees up and down 5th Street. The City currently has 20 Red Oak Trees in its tree farm and will try to go to businesses and get them to plant trees. Dale Simpson presented Ordinance 01-3311, an Ordinance of the City of Plainview amending Ordinance No. 01-3300 to Appropriate Funds in the General Fund in the 2001-2002 Budget for Court Security; Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date. He advised that there was $28,253.38 from fines available for security. This ordinance allows the funds to be moved into a security account with the money only to be used for security for Municipal Court. He advised that it was in the works to spend $17,000 to $18,000 for security for Municipal Court and couldn't specifically state what was to be done for security reasons. Since there was not a quorum present the first reading will be held at the November 13th Council Meeting.
