Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Mike McDonough -District 3, Gary House -District 4, Daniel Rascon- District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Steve Martinez -District 2 was absent. Public Hearing on proposed Budget for FY 2024-2025 Presenter: Jeffrey Snyder, City Manager Reviewed the proposed budget for FY 2024-2025 Mayor Starnes opened the public hearing at 6:57 p.m. City Council Minutes September 10, 2024 Page 1 of 6 434 There was no public comment. Mayor Starnes closed the public hearing at 6:57 p.m. A vote on the first reading of the Ordinance to adopt the budget will be held today. Public Hearing on proposed Property Tax Rate Presenter: Jeffrey Snyder, City Manager Reviewed the proposed property tax rate for FY 2024-2025 Mayor Starnes opened the public hearing at 7:01 p.m. There was no public comment. Mayor Starnes closed the public hearing at 7:02 p.m. A vote on the first reading of the Ordinance to adopt the proposed tax rate will be held today. A vote on the second and final reading of the Ordinance to adopt the proposed tax rate will be held on September 24, 2024 at 6:30 p.m. In the Council Chambers, 202 W. 5m 6. An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget for the Fiscal Year Beginning October 1, 2024 and Terminating September 30, 2025, a Classification and Compensation Plan For All Employees, and Making Such Appropriations for Each Department, Project and Account; Authorizing the City Manager to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability Clause: Finding and Determining that the Meetings at Which the Ordinance is Passed are Open to the Public as Required by Law; and Providing an Effective Date. (Ordinance No. 24-3766 — First Reading) Presenter: Jeffrey Snyder, City Manager This Ordinance would adopt the Budget for the Fiscal Year beginning October 1, 2024 and terminating September 30, 2025. An Ordinance of the Citv of Plainview, Texas, Settinq and Levvinq the Municipal Ad Valorem Tax Rate for the Year 2024, Apportioning Said Levy Amongst the Various Funds and Items for Which Revenue Must be Raised, Fixing the Times in Which Said Taxes Shall be Paid; Providing for a Penalty, and Interest and any Additional Penalty on Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 24-3767 — First Reading) Presenter: Jeffrey Snyder, City Manager This Ordinance would adopt the tax rate for the year 2024 Public Comment: None Motion: move that the property tax rate be increased by the adoption of a tax rate of $0.7550 per $100 valuation, which is effectively a 3.42 percent increase in the tax rate. Rates and Service Charges for Providing Municipal and Governmental Services Found in Appendix A and in Chapter 10 "Subdivision Regulation"; Providing for a Penalty Not To Exceed $500.00 for Each Offense, Providing an Effective Date: Providing a Savings Clause: Providinq a Repealer And Providing For Publication. An Ordinance of the Citv of Plainview Amendinq Ordinance No. 23-3753 to Appropriate Funds in the General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for Supplemental Appropriations in the 2023-2024 Budget; Providing a Savings Clause; Providinq a Severabilitv Clause: and Providinq an Effective Date. (Ordinance No. 24-3769 — First Reading) Presenter: Jeffrey Snyder, City Manager Staff recommends approval of Ordinance adopting budget amendments. An Ordinance of the City Council of the City of Plainview Texas, Approving a Negotiated Settlement Between the Executive Committee of Cities Served by Atmos West Texas ("Cities") and Atmos Energy Corp. West Texas Division Regarding the Company's 2024 Rate Review Mechanism Filing; Declaring Existing Rates to be Unreasonable, Adopting Tariffs That Reflect Rate Adiustments Consistent With the Negotiated Settlement; Finding the Rates to be Set by the Attached Settlement Tariffs to be Just and Reasonable and in the Public Interest; Approving an Attachment Establishing a Benchmark for Pensions and Retiree Medical Benefits; Approvinq an Attachment Regarding Amortization of Regulatory Liability, Requiring the Company to Reimburse Cities' Reasonable Ratemaking Expenses; Determininq That this Ordinance was Passed in Accordance with the Requirements of the Texas Open Meetings Act; Adopting a Savings Clause, Declaring an Effective Date, and Requiring Delivery of this Ordinance to the Company and the Cities' Legal Counsel. A Resolution of the City Council of the City of Plainview, Texas, Authorizing Mayor and City Manager to Sign all Contract and Agreements With Texas Department of Transportation for Improvements to the Plainview -Hale County Airport (AWOS Proiect). (Resolution R24-645) Presenter: Jeffrey Snyder, City Manager The City of Plainview and Hale County are requesting TxDOT's assistance to replace the Automated Weather Observing System at the Plainview -Hale County Airport. The total estimated project cost is $150,000.00. TxDOT Aviation will cover 90% of the total cost with the airport sponsors providing a 10% local match. Staff recommends approval of the Resolution. Authorize Administrative Services Agreement with South Plains Association of Governments (SPAG) to prepare a grant application for the Texas Department of Agriculture Community Development Block Grant Program. Presenter: Tim Crosswhite, Capital Improvement Program Manager The City is seeking to submit a grant application to the Texas Department of Agriculture Community Development Block Grant Program in an amount of $750,000. The Interlocal Agreement will allow SPAG to assist with the administration, environmental and reporting requirements for the grant application. Public Comment: None Motion: Move to authorize Administrative Servies Agreement with SPAG Motion by Council Member McDonough, seconded by Council Member Rascon Vote: 7-0. Motion carried. 14. Convene into executive session in accordance with Tex. Gov't Code §551.071 to seek the advice about pending or contemplated litigation, settlement offers or on matters in which duty of the attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with Tex. Gov't Code Ch. 551 The Mayor recessed the meeting at 7:26 p.m. The Mayor called the meeting back in open session at 7:41 p.m. There will be no action. 15.
