The City Council of the City of Plainview met on July 23, 2024, at 6:30 p.m., at City Hall,
202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Daniel Rascon-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7.
Staff members present were Jeffrey Snyder -City Manager, Slater Elza-City Attorney, Jeff
Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology,
Neil Weems -Director of Public Works, Kristi Aday-Economic Development Director, Tim
Crosswhite-Capital Improvement Program Manager, Melinda Brown -Community
Engagement Manager, Kendall Minyard-Water Treatment Superintendent and Belinda
Hinojosa-City Secretary.

4. A Resolution of the City Council of the City of Plainview, Texas Adopting the
Amended By -Laws for the Tax Increment Reinvestment Zone No. 1, Historic Downtown
Plainview, Texas (Resolution R24-639)
Presenter: Melinda Brown, Community Engagement Manager
The update to the bylaws will allow participation from an interested citizen not associated
with a specific organization in Plainview.

5. A Resolution of the City Council of the City of Plainview, Texas Appointing the
Members of the Board of Directors of Tax Increment Reinvestment Zone Number One
(TI RZ #1), Historic Downtown Plainview, Texas; Appointing One Member of the Board to
Serve As Chairperson for the Current Year; and Providing for Other Matters Relating to
Such Board. (Resolution R24-640)
Presenter: Melinda Brown, Community Engagement Manager
Staff recommends approval appointing the TIRZ Board of Directors.

Motion by Council Member House, seconded by Council Member McDonough

6. A Resolution by the City of Plainview, Texas City Council Electing a Person
Qualified to Fill the Vacancy on the Canadian River Municipal Water Authority and
Certified by the Mayor. (Resolution R24-638)
Presenter: Jeffrey Snyder, City Manager
This Resolution would reappoint V. 0. Ortega to serve on the CRMWA Board of Directors
with a term beginning August 1, 2024 and ending July 31, 2026

Motion by Mayor Pro Tern Weiss, seconded by Council Member Martinez
Vote: 8-0. Motion carried.
7. Award of Bid for the Water Treatment Plant Station Control Panel Upgrade
Presenter: Tim Crosswhite, Capital Improvement Program Manager
Staff recommends selecting Maslowski Controls for the Water Treatment PLC installation
replacement project Alternate 1 for $266,377.16.

Motion: Move to approve Maslowski Controls for Alternate 1 and accept their bid
Motion by Council Member McDonough, seconded by Council Member Rascon
Vote: 8-0. Motion carried.
8. Authorize the Texas Department of Transportation Airport Project Participation
Agreement for the Obstruction Survey on Runway 4-22
Presenter: Jeffrey Snyder, City Manager
Staff recommends approval of the Airport Project Participation Agreement with TxDOT
Aviation.
Public Comment: None
Motion: Move to approve Agreement
Motion by Council McDonough, seconded by Council Member Rodriguez
Vote: 8-0. Motion carried.
9. Authorize Professional Services Agreement between Parkhill, County of Hale and
City of Plainview for the Runway Crack Seal Project at the Plainview -Hale County Airport
Presenter: Jeffrey Snyder, City Manager
This agreement would authorize the professional services in the amount of $19,739 for
the Runway Crack Seal Project at the Plainview -Hale County Airport. This is a part of the
ongoing runway preventative maintenance program

Motion by Council Member McDonough, seconded by Mayor Pro Tern Weiss
Vote: 8-0. Motion carried.
10. Convene into executive session pursuant to Texas Government Code Section
551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a
business prospect that the City seeks to have locate, stay, or expand in or near the
territory of the City of Plainview. Economic Development
11. Convene into executive session in accordance with Tex. Gov't Code &551.071 to
seek the advice about pendinq or contemplated litigation, settlement offers or on matters
in which duty of the attorney under the Texas Disciplinary Rules of Professional Conduct
of the State Bar of Texas conflicts with Tex. Gov't Code Ch. 551

420 12. Convene into executive session pursuant to Texas Government Code Section
551.072 to deliberate the purchase, exchange, lease, or value of real property if
deliberation in an open meeting would have a detrimental effect on the position of the
governmental bodyiin negotiations with a third person
Mayor recessed the meeting at 7:13 p.m.
Mayor Starnes called the meeting back in open session at 8:17 p.m. and announced no
action.
