Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Daniel Rascon-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Staff members present were Jeffrey Snyder -City Manager, Courtney White -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Tim Crosswhite- Capital Improvement Program Manager, Valessa Gutierrez -Interim Finance Director/HR Manager, Melinda Brown -Community Engagement Manager, Kristi Aday-Director of Economic Development and Belinda Hinojosa-City Secretary. An Ordinance of the City Of Plainview, Texas Amending the Code of Ordinances of the City of Plainview Texas Chapter 8: "Offenses and Nuisances" By Adding a New Article 8.07, "Regulation of Sex Offender Residency" to Make it Unlawful for Persons Required to Register on the Texas Department of Public Safety Sex Offender Database to Reside Within 1,000 Feet of Property Where Children Assemble or Gather: to Prohibit Renting or Leasing Residential Housing to Predatory Sex Offenders: Providing Affirmative Defenses: Providing a Variance Request Procedure: and Providing for Severability, Repealer, Continuation of Prior Law, Penalty, Publication, and Effective Date. An Ordinance Amendinq the Code of Ordinances, City of Plainview, Texas: Repealing Chapter 8 Article 8.05 Entitled "Juvenile Curfew": Providing an Effective Date, Repealer Clause and Severability Clause; and Providing for Publication. (Ordinance No. 24-3772 — First Reading) Presenter: Courtney White, City Attorney This would repeal Chapter 8, Article 8.05 Juvenile Curfew due to passage of State law. Public Comment: None Motion: Move to adopt Ordinance No. 24-3772 on first reading. Motion by Mayor Pro Tern Weiss, seconded by Council Member McDonough Vote: 8-0. Motion carried. 6. Authorize South Plains Auto Task Force Agreement for Flock Safety Cameras (Stationary License Plate Readers) Presenter: Derrick Watson, Chief of Police This is Agreement with South Plains Auto Task Force for Automated License Plate Readers. The proposed ALPRs would be stationary cameras that are electronically tied into federal and state databases that notify public safety dispatchers and officers, within seconds, that a stolen vehicle or a wanted person has entered our city. The proposed software also allows Plainview PD to hotlist stolen cars, or vehicles associated with wanted or missing persons within a very short period of time. Total cost $4,303 for FY 2024 - 2025. Funding will be from the Police seizure fund. Public Comment: None Motion: Move to authorize Agreement with South Plains Auto Task Force for Flock Safety Cameras Motion by Council Member Rascon, seconded by Council Member Martinez Vote: 8-0. Authorize Professional Services Agreement for the Water Reclamation Plant Belt Press Rehabilitation Project Presenter: Tim Crosswhite, Capital Improvement Program Manager The Water Reclamation Belt Press recondition is a CIP-scheduled 2024-2025 budget year project. The belt press was originally installed in 2003 and is identified in our 2024 Wastewater Assessment as a priority for replacement. The manufacturer indicated the belt press is a good candidate for reconditioning based on the frame's good condition and the fact that the same units are still in production. The reconditioning would include new electrical, polymer system, all components of the belt press, and a conveyor system. Engineering services are contracted at a not to exceed the amount of $40,000. Public Comment: None Motion: Move to authorize Professional Services Agreement for the Water Reclamation Plant Belt Press Rehabilitation Project Motion by Council Member McDonough, seconded by Council Member Rascon Vote: 8-0. Motion carried. 8. Convene into executive session pursuant to Texas Government Code § 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City of Plainview. Convene into executive session pursuant to Texas Gov't Code �- 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. City Manager. The Mayor recessed the meeting at 7:07 p.m. The Mayor called the meeting back in open session at 7:54 p.m. and announced no action. 10.
