City Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Daniel Rascon-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7.
Staff members present were Jeffrey Snyder -City Manager, Courtney White -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police,

4. Public Hearinq on Proposed Annexation of Abstract 25 Block JK-2 Section 27 out
of W/2 6.786 Acres

State Street Housing Development, LP, through Kelly Garrett with Salem Clark
Development has submitted a voluntary petition to annex a 2.62-acre tract of land into the
city limits of Plainview.
Mayor Starnes opened the public hearing at 11:42 a.m. There was no public comment.
The public hearing was closed at 11:42 a.m.
5. An Ordinance of the City Council of the City of Plainview, Texas: Annexing the
Hereinafter Described Territory to the City of Plainview, Hale County, Texas, and
Extending the Boundary Limits of Said City so as to Include Said Hereinafter Described
Property Within Said City Limits, and Grantinq to all the Inhabitants of Said Property all
the Rights and Privileges of Other Citizens and Binding Said Inhabitants by all of the Acts,
Ordinances, Resolutions, and Regulations of Said City; Adopting a Written Agreement
Regarding Services for the Annexed Property; Providing Repealer and Severability
Clauses; and Providing an Effective Date. (Ordinance No. 24-3770 — First Reading)

Development has proposed a tax credit development for affordable rental housing at

440 approximately 4200 W. 16th Street, to be named Westwind of Plainview. This property
is currently outside of the city limits.
The property owners submitted a voluntary petition to annex a 2.62-acre tract of land into
the city limits of Plainview.
Public Comment: None
Motion: Move to approve Ordinance No. 24-3770 on first reading.
Motion by Council Member McDonough, seconded by Council Member Rascon
Vote: 8-0. Motion carried

e) An Ordinance of the City of Plainview Amending Ordinance No. 23-3753 to
Appropriate Funds in the General Fund and Various Revenue and Capital Funds
Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for
Supplemental Appropriations in the 2023-2024 Budget; Providing a Savings
Clause; Providing a Severability Clause; and Providing an Effective Date.

Xcel Municipalities ("AXM") And Participation in Related Rate Proceedings;
Authorizing the Hiring of Attorneys and Consultants; Requiring Reimbursement of

h) Authorize the Professional Services Agreement with AMD Engineering for the
