MINUTES
Downtown Plainview Main Street Program & Tourism Coordinating Board
Date: Monday, January 9, 2023 – 11:30 a.m.
Board Members Present: Diane Martinez, Cynthia Gregory, Jay Givens, Janice Payne, John Turpen
and Phyllis Wall.
City of Plainview, Downtown Plainview Main Street representatives: Melinda Brown
Guests: Kristi Aday, EDC Director, Tonya Keesee, ex-officio member representing the Plainview
Chamber of Commerce.
1. Call to Order
Time: 11:38
Melinda Brown updated the Board on the board attendance and volunteer service time
documents for 2023. In addition, she shared the process for replacing Tori Huddleston, who
took a new position in another town.
2. December Board Minutes – Review and Approve
Janice Payne motioned to accept the December minutes as printed. Diane Martinez

voiced the 2. The motion to approve the December 2022 minutes passed with a 6-0 vote.
3. Consider and take necessary action on HOT Grant Application
Melinda Brown shared the details for the recommendation to approve this HOT Grant
application. Melinda went over HOT Grant requirements and procedures.
Phyllis Wall motioned to approve a Hot Grant for the Wayland Baptist University golf team.

Cynthia Gregory voiced the 2. The motion to approve the Hot Grant minutes passed with
a 5-1 vote.
4. Consider and take necessary action on the Friends of Downtown Budget
Melinda Brown presented the budget for Friends of Downtown's revenue and expenses.
Cynthia Gregory motioned to accept the Friends of Downtown Budget as presented. John

Turpen voiced the 2. The motion to approve the Friends Budget passed with a 6-0 vote.
Melinda Brown shared that we needed volunteers to deliver mugs and contact businesses
for sponsorships. In addition, she asked that the Downtown Plainview Board in attendance
sign thank you notes.
5. Consider and take necessary action on downtown Kiwanis flags
Melinda Brown shared that twelve flags will be placed in the bulbouts of the streetscape
eight times a year at the cost of 40.00 per flag. The cost will be $480.00 and a donor has
supplied the funding.
John Turpen motioned to accept the Kiwanis/Downtown Plainview flag project. Jay Givens

voiced the 2. The motion to approve the Kiwanis Flag project passed with a 6-0 vote.
6. Consider and take necessary action regarding Lion's Club Downtown Clean-up
Chris Moore, the president of the Plainview Lion's Club, reached out to offer monthly clean-
up times in Downtown Plainview by Lion's Club members. Melinda Brown shared that the
Board agreed to allow outside entities to assist with keeping Downtown Plainview beautiful
in April of 2021.
John Turpen motioned to accept the Lion's Cleanup initiative as presented. Diane Martinez

voiced the 2. The motion to approve the Lion's Cleanup initiative passed with a 6-0 vote.
