Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Daniel Rascon-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Staff members present were Jeffrey Snyder -City Manager, Courtney White -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Police Chief, Neil Weems -Director of Public Works, Seth Stephens -Fire Captain, Tim Crosswhite-Capital Improvement Program Manager, Valessa Gutierrez- HR Manager, Melinda Brown -Community Engagement Manager, Kristi Aday- Director of Economic Development, Brocke Lively -Landfill Superintendent and Belinda Hinojosa-City Secretary. Invocation — Council Member Gary House Pledge of Allegiance 2. Recognitions — Jeffrey Snyder, City Manager Mayor Starnes recognized Jeffrey Snyder for his years of service as City Manager. 3. Consent Calendar a) Excused Absences b) Minutes of November 7, 2024 and November 12, 2024 c) Authorize Change Order #1 for the Water Treatment Splitter Box and South Clarifier Improvements Project and authorize City Manager to sign necessary documents. Public Comment: None Motion: Move to approve Consent Calendar Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 8 — 0. Motion carried. 4. Presentation on Plainview Animal Shelter Design Presenter: Jeff Johnston, Assistant City Manager Presented information on the Plainview Animal Shelter Design City Council Minutes December 10, 2024 Page 1 of 5 466 5. An Ordinance of the City Council of the City Of Plainview, Texas: Amending the Code of Ordinances, City of Plainview, Chapter 4, By Adding Article 4.14 Titled "Short - Term Rentals", Which Creates a Registration Requirement for the Operation of Short - Term Rentals, Provides for Permit Denial and Revocation Standards, and Requires Short - Term Rentals to Pay Hotel Occupancy Fees to the City (Ordinance No. 24-3773 — Second Reading) Since this is the second of two readings, the Council chose to forego staff briefing Public Comment: None Motion: Move to adopt Ordinance No. 24-3773 on second reading. Motion by Council Member House, seconded by Council Member McDonough Vote: 8-0. Motion carried. 6. Consideration of a professional services agreement in an amount not to exceed $25,000 with Petty and Associates to assist with the creation of Tax Increment Reinvestment Zone #2. Presenter: Kristi Aday, Director of Economic Development Staff recommends the approval of an agreement with Petty and Associates for an amount not to exceed $25,000 for the support in establishing Plainview Tax Increment Financing District. Public Comment: None Motion: Move to approve Professional Services Agreement with Petty and Associates. Motion by Council Member McDonough seconded by Council Member Martinez Vote: 8-0. Motion carried. 7. Award of Bid for Downtown Streetscape, Phase 2 (Grant # CDM23-0226) and authorize Mayor to sign the necessary documents Presenter: Tim Crosswhite, Capital Improvement Program Manager The City was awarded a $500,000 grant from the Texas Department of Agriculture, Community Development Block Grant Program to assist with the Downtown Streetscape Project, Phase 2. The project went out for bids as a "best value" project using an evaluation criteria of three contractors that submitted bids. Staff recommends awarding the bid for Downtown Streetscape, Phase 2 to Henthorn Construction for $1,111,291.02 and Alternate 1 for $34,500 (handrails) and authorize the Mayor to sign the necessary documents. Motion carried. 8. Consider an Interlocal Agreement for reimbursement from Hale County on Downtown Streetscape Phase 2 and authorize Mayor to sign the necessary documents Presenter: Tim Crosswhite, Capital Improvement Program Manager The County will reimburse the City for a portion if the sidewalk work on the east side of the Court House. Staff recommends approval of the interlocal agreement between the City of Plainview and Hale County for Downtown Streetscape, Phase 2 for the reimbursement of $67,000 and authorize the Mayor to sign the necessary documents. Public Comment: None Motion: Move to approve Interlocal Agreement for the reimbursement of $67,000. Motion by Mayor Pro Tern Weiss, seconded by Council Member Rodriguez Vote: 8-0. Motion carried. 9. Award of Bid for Broadway Park Baseball Field Improvements Tabled until next Council meeting. 10. Award of Bid for Public Works Vehicles Presenter: Tim Crosswhite, Capital Improvement Program Manager. Staff recommends awarding bids for three Public Works fleet vehicles to Smith Auto Family for a total of $113,500. Public Comment: None Motion: Move to approve bid to Smith Auto Family in the amount of $113,500. Motion by Council Member McDonough, seconded by Council Member Rascon Vote: 8-0. Motion carried. 11. Award of Bid for Public Safety Vehicles Presenter: Tim Crosswhite, Capital Improvement Program Manager. Staff recommends awarding bids for Police Pursuit 4-door SUV for a total price of $182,600 to Randall Reed's Planet Ford. The Fire Pursuit SUV will be rebid. Motion carried. 12. Authorize Purchase of MSA Self Contained Breathing Apparatus and Associated Equipment through the Buyboard Purchasing Cooperative Presenter: Seth Stephens, Fire Captain Staff recommends approval of the purchase of MSA Self Contained Breathing Apparatus and associated equipment at the amount of $95,664.48 through the BuyBoard Purchasing Co-op. Public Comment: None Motion: Move to approve purchase of MSA Packs Motion by Council Member House, seconded by Mayor Pro Tern Weiss Vote: 8-0. Motion carried. 13. Award of Bid for Quincy Street Reconstruction Project No bids were received. No action needed. 14. Award of Bid for Golf Course Sprinkler System Update and Repair through the Buyboard Purchasing Cooperative Presenter: Tim Crosswhite, Capital Improvement Program Manager. Staff recommends Award of Bid through BuyBoard #620-11 for Golf Course Sprinkler System Update and Repair to Professional Turf Products, L.P for $73,660.86. Public Comment: None Motion: Move to approve the golf course sprinkler system update and repair. Motion by Council Member McDonough, seconded by Council Member Rascon Vote: 8-0. Motion carried. 15. Convene into executive session pursuant to Texas Gov't Code 4 551.072 to deliberate the purchase, exchange, lease or value of real property, the public discussion of which would not be in the best interest of the City's bargaining position with third parties. Convene into executive session pursuant to Texas Government Code § 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate stay, or expand in or near the territory of the City of Plainview. Economic Development 17. Convene into executive session pursuant to Texas Gov't Code § 551.074 to deliberate the appointment employment evaluation reassignment, duties, discipline or dismissal of a public officer or employee or to hear a complaint or charge against an officer or employee. City Manager. Mayor Starnes recessed the meeting at 7:29 p.m. Mayor Starnes called the meeting back in open session at 8:05 p.m. 18.
