The City Council of the City of Plainview met on January 23, 2025, at 11:30 a.m., at City
Hall, 202 W. 51 Street, Plainview, Texas.
Mayor Pro Tern Evan Weiss presided. Members present were Council Members Maly
Elizabeth D • District 1, Steve Martinez -District 2, Mike McDonough -District 3,
Gary House -District 4 and Lorie Rodriguez -District 7. Mayor Charles Starnes and Council
Member Daniel Rascon-District 5 were absent.
Staff members present were Jeff Johnston -interim City Manager, Courtney White -City
