Mayor Pro Tern Evan Weiss presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonoug h- District 3, Gary House - District 4, Daniel Rascon-District 5, and Lorie Rodriguez -District 7. Mayor Charles Starnes was absent. An Ordinance Amending the Plainview Zoning Ordinance as Codified In Chapter 14 of the City's Code of Ordinances and Amending_ the Zoning Map of the City of Plainview as set out in �14.02.003 of the Code of Ordinances by Changing from Heavy Industrial CHI") Zoning District to General Commercial Business ("GC") Zoning District the West 100 feet of Lots 3-6, Block 1, Depot Addition, Plainview, Hale County, Texas Commonly Known as 110 West 12th Street, Plainview, Texas; Providing an Effective Date, a Savings Clause, and a Severability Clause, and Providing for Publication. (Ordinance No. 25-3774 — First Reading) a) Public Hearing Presenter: Neil Weems, Director of Public Works The property owner has requested 110 W 12th, to be rezoned from Heavy Industrial (HI) to General Commercial (GC). The property is located in a Heavy Industrial (HI) area with all adjacent properties zoned as Heavy Industrial (HI). Rezoning the area from HI to GC does align with the guidance of The Comprehensive Plan. Staff recommends approval of the Ordinance to rezone the property at 110 W 12th St Mayor Pro Tern Weiss opened the public hearing There was no public comment. Mayor Pro Tern Weiss closed the public hearing at 7:36 p.m. Motion: Move to adopt Ordinance 25-3774 on first reading. Motion by Council Member McDonough, seconded by Council Member Martinez Vote: 7-0. Motion carried. 6. An Ordinance Amending the Plainview Zoning Ordinance as Codified in Chapter 14 of the City's Code of Ordinances and Amending the Zoning Map of the City of Plainview as set out in §14.02.003 of the Code of Ordinances by Changing From Mixed Use ("MU") Zoning District to General Commercial ("GC") Zoning District All of Lots 7-13, and the South One -Half (SI2) of Lot 14, Block 34, Original Town of Plainview, Hale County, Texas commonly known as 302 Austin, 308 Austin and 305 Broadway, Plainview, Texas; Providing an Effective Date, a Savings Clause, and a Severability Clause; and Providing for Publication. (Ordinance No. 25-3775 — First Reading) a) Public Hearing City Council Minutes January 28, 2026 Page 4 of 7 The current Hale County Juvenile Justice Alternative Education Program (JJAEP) building has reached the end of its useful life. Hale County has determined that relocating the facility would be the better option for the JJAEP facility. Hale County owns the properties at 305 Broadway and 302-308 N Austin. Hale County has requested that 302- 308 N Austin and 305 Broadway be changed from Mixed Use (MU) to General Commercial (GC). This facility is classified as a correctional facility and therefore must be located in the General Commercial zone with a Special Use Permit. Staff recommends Amending the Ordinance to rezone 302 and 308 Austin and 305 Broadway from Mixed Use to General Commercial. A Special Use Permit is required for correctional facilities. The Hale County Juvenile Justice Alternative Education Program would be considered a correctional facility for this purpose. The special permits add additional requirements to the land to make sure the use or functionality of surrounding properties is not diminished. This item was recommended for approval by the Planning and Zoning Board on December 12, with the additional requirements of perimeter privacy fence screening, tree ,, off Austin Street and providing a secure bus approach for student drop-off and pick-up. Authorize Purchase and Installation of Core Infrastructure From SHI International Corp. Through the Texas DIR, BuyBoard and TIPS Presenter: Jeff Johnston, Assistant City Manager The grant funding and budgeted amount total is $337,747. This purchase will include servers, a storage array, network switches, and firewalls, totaling $310,000. Staff recommends approval of authorization of installation and purchase of Core Infrastructure provided by SHI International Corporation through Contracts Texas DIR (Department of Information Resources), Buyboard, and TIPS (The Interlocal Purchasing System). Motion: Move to authorize purchase and installation of Core Infrastructure from SHI International Corp. Motion by Council Member House, seconded by Council Member McDonough Vote: 7-0. A Resolution of the City Council of Plainview, Texas, Appointingthe City Manager as the City's Authorized Official for Purposes of a State and Local Cybersecurity Grant for the Information Technology Core Infrastructure Replacement. (Resolution R25-653) Presenter: Jeff Johnston, Assistant City Manager Staff recommends the approval of the resolution appointing the City Manager as the authorized official for the grant with the Office of the Governor (OOG) for the State and Local Cybersecurity Grant Program (SLCGP). A Resolution of the City Council Accepting Right -Of -Way for Underground Utility Easement in Running Water Draw the Regional Park, City of Plainview, for Utility Service to the CFA Addition.
