Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Pro Tern Evan Weiss presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonoug h- District 3, Gary House -
District 4, Daniel Rascon-District 5, and Lorie Rodriguez -District 7. Mayor Charles
Starnes was absent.
Staff members present were Jeff Johnston -Interim City Manager, Courtney White -City
Attorney, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Kristi Aday,
Director of Economic Development, Jason Johnson -Director of Finance, Tim Crosswhite-
Capital Improvement Program Manager, Philip Mize -Chief Building Official and Belinda

Staff Recommends that the Council issue a demolition order of all structures and the
removal of all debris at property owner expense.

Vicinity: 400 Block of West 11th Street
Applicants: City of Plainview
Motion: I move to grant a 90-day extension and to forego for the moment the order
proposed by city staff pushing order to demolish structure in case MH-25-01 for 90 days
and after 90 days if work is not completed then motion is to demolish house, and he
needs to also get with building official
Motion by Council Member House, seconded by Council Member Rascon

c. Conduct a public hearing regarding Case No. MH-25-02; Substandard structure
located at 1208 Floydada Street, Plainview, Texas, Hale County
Vicinity: 1200 Block Floydada Street
Applicants: City of Plainview
Presenter: Philip Mize, Chief Building Official
Staff Recommends that the Council issue a demolition order of all structures and the
removal of all debris at property owner expenses and staff also recommends that more
time be given pass the normal 30 days

Motion: Move to extend time to 90 days and that during those 90 days the nuisance
is abated and if it is not then that the property owner of the property be ordered to demolish
the structure in Case No. MH-25-02

5. An Ordinance Amending the Plainview Zoning Ordinance as Codified In Chapter
14 of the City's Code of Ordinances and Amending_ the Zoning Map of the City of
Plainview as set out in �14.02.003 of the Code of Ordinances by Changing from Heavy
Industrial CHI") Zoning District to General Commercial Business ("GC") Zoning District
the West 100 feet of Lots 3-6, Block 1, Depot Addition, Plainview, Hale County, Texas
Commonly Known as 110 West 12th Street, Plainview, Texas; Providing an Effective Date,
a Savings Clause, and a Severability Clause, and Providing for Publication. (Ordinance
No. 25-3774 — First Reading)
a) Public Hearing
Presenter: Neil Weems, Director of Public Works
The property owner has requested 110 W 12th, to be rezoned from Heavy Industrial (HI)
to General Commercial (GC). The property is located in a Heavy Industrial (HI) area with
all adjacent properties zoned as Heavy Industrial (HI). Rezoning the area from HI to GC
does align with the guidance of The Comprehensive Plan.
Staff recommends approval of the Ordinance to rezone the property at 110 W 12th St

There was no public comment.
Mayor Pro Tern Weiss closed the public hearing at 7:36 p.m.
Motion: Move to adopt Ordinance 25-3774 on first reading.
Motion by Council Member McDonough, seconded by Council Member Martinez
Vote: 7-0. Motion carried.
6. An Ordinance Amending the Plainview Zoning Ordinance as Codified in Chapter

County, Texas commonly known as 302 Austin, 308 Austin and 305 Broadway, Plainview,
Texas; Providing an Effective Date, a Savings Clause, and a Severability Clause; and
Providing for Publication. (Ordinance No. 25-3775 — First Reading)

The current Hale County Juvenile Justice Alternative Education Program (JJAEP)
building has reached the end of its useful life. Hale County has determined that relocating
the facility would be the better option for the JJAEP facility. Hale County owns the
properties at 305 Broadway and 302-308 N Austin. Hale County has requested that 302-
308 N Austin and 305 Broadway be changed from Mixed Use (MU) to General
Commercial (GC). This facility is classified as a correctional facility and therefore must be
located in the General Commercial zone with a Special Use Permit.
Staff recommends Amending the Ordinance to rezone 302 and 308 Austin and 305
Broadway from Mixed Use to General Commercial.

A Special Use Permit is required for correctional facilities. The Hale County Juvenile
Justice Alternative Education Program would be considered a correctional facility for this
purpose. The special permits add additional requirements to the land to make sure the
use or functionality of surrounding properties is not diminished.
This item was recommended for approval by the Planning and Zoning Board on
December 12, with the additional requirements of perimeter privacy fence screening, tree

and providing a secure bus approach for student drop-off and pick-up.

8. Authorize Purchase and Installation of Core Infrastructure From SHI International
Corp. Through the Texas DIR, BuyBoard and TIPS
Presenter: Jeff Johnston, Assistant City Manager
The grant funding and budgeted amount total is $337,747. This purchase will include
servers, a storage array, network switches, and firewalls, totaling $310,000. Staff
recommends approval of authorization of installation and purchase of Core Infrastructure
provided by SHI International Corporation through Contracts Texas DIR (Department of
Information Resources), Buyboard, and TIPS (The Interlocal Purchasing System).
Motion: Move to authorize purchase and installation of Core Infrastructure from SHI
International Corp.

9. A Resolution of the City Council of Plainview, Texas, Appointingthe City Manager
as the City's Authorized Official for Purposes of a State and Local Cybersecurity Grant
for the Information Technology Core Infrastructure Replacement. (Resolution R25-653)
Presenter: Jeff Johnston, Assistant City Manager
Staff recommends the approval of the resolution appointing the City Manager as the
authorized official for the grant with the Office of the Governor (OOG) for the State and
Local Cybersecurity Grant Program (SLCGP).
Motion: Move to approve Resolution R25-653
Motion by Council Member McDonough, seconded by Council Member Rascon

10. A Resolution of the City Council Accepting Right -Of -Way for Underground Utility
Easement in Running Water Draw the Regional Park, City of Plainview, for Utility Service
to the CFA Addition. (Resolution R25-654)
