HomeMy WebLinkAbout10-10-1996 Board of Health MinutesBOARD OF HEALTH MEETING THURSDAY OCTOBER 10, 1996 The regularly scheduled meeting of the Board of Directors of the Plainview -Hale County Health Department was called to order at approximately 12:30 P.M. Thursday, October 10, 1996, at Plainview Country Club. Those attending were: Dr. Kit Linton, Dr. Stephen Turner, John Castro, Cezar Cervantez, Margaret Kay, Don Dickson, John Peck, Nina Morris, Benny Cantwell, Mayor Lloyd Woods, City Manager Jim Jeffers, City Attorney Wally Hatch, Police Chief Will Mull and Herald Reporter Richard Orr. (DR. Michael Hinze was also present.) Dr. Turner said a number of cases of Mumps had been reported in the area, but after carefully inspecting the reports, it turned out the reports were false. He stated every child that had been suspected of having Mumps was given a Blood Test and none had Mumps. He mentioned a case of Ecoli that had been Lab confirmed. He said he would follow this case to see its outcome. Dr. Turner cautioned members about the Flu, saying the strain this year was unusual and dangerous. He encouraged the members to get Flu shots, and said all high-risk children should have the shots. Mr. Castro reported the following: 1. The City Council voted to table the Smoking Ordinance. Staff members had attended a conference in Abilene, Texas. A meeting was scheduled in San Angelo to discuss the Local Health Department's roll in today's health plans. 4 He had attended a meeting with Dr. Warner in Lubbock about a grant to "create, implement and refine current Maternal and Child Health programs." Cezar Cervantez stated 982 Flu shots had been given since October 1, 1996; 29 Pneumonia shots had been given. He explained, of the Medicaid changes and choices, the Department filed claims to First Care. He said if patients presenting H M 0 Blue or T D H Star came to the Department, he explained they could change to First Care and gave them the necessary information for the change. Otherwise, he said, they were referred to places that I 71,111, honored H M O Blue or T D H Star Medicaid. City Attorney Wally Hatch explained the Imitative process concerning the Smoking Ordinance. There was a discussion about the Initative process , and the Board voted to have the City Attorney review the current planned ordinance and advise the Board of changes that would cause less legal opposition in the plan to have the ordinance passed. Excused absences were allowed for Cyndi Ebeling and Earl Brown. There was no new business. The meeting was adjourned. Recorded by Cezar Cervantez
