THURSDAY AUGUST 15, 1996
The regularly scheduled meeting of the Board of Directors
of the Plainview -Hale County Health Department was called
to order at approximately 12:30 P.M., Thursday, August 15,
1996, by Board Chairman Dr. Kit Linton at Plainview Count-
ry Club.
Those attending were: Kit Linton, M.D., John Castro, Cezar
Cervantez, Margaret Kay, Dr. Stephen L. Turner, Earl
Brown, Dr. Michael Hinze, Mike Hutcherson, Don Dickson,
Donna Womble, R.N., Benny Cantwell, John Peck, Mayor Lloyd
Woods and City Manager Jim Jeffers.
Also present were two reporters: Kay Schubert of the
Plainview Daily Herald and Steve Barrett of the Lubbock
Avalanche Journal; and the secretary, Billie Standefer..
The minutes of the last meeting were presented for
approval. Mr. Earl Brown asked that his name be added
to the list of those present for the June 13, 1996,
meeting. (It had not been recorded in the minutes.)
The Board Chairman asked for approval of the expenditures
for the last two months. The Board voted to approve
payment of those expenditures.
Hale County Medical Authority Dr. Stephen Turner gave
a report on current Communicable Diseases. He explained
Chicken Pox Vaccine was now available for children from
12 to 19 months of age and for eleven year olds.
He stated he had requested Health Department Nurses
track the Sexually Transmitted Diseases, and said the
number of S.T.D.'s reported to the Department was
"shocking". He explained to Board members the patients
were receiving treatment at the Department.
Mr. Castro reported as follows:
(1) Within the last two months, Texas Department
of Health in Austin installed three computers
plus a lap -top. (He explained another two
computers were expected from the Meadows
Foundation.)
(2) Cezar Cervantez (with Mr. Castro) would be
attending a meeting on August 22, 1996, with
the Health providers in Hale County to discuss
any subject that might be affected by Medicaid
Managed Care.
(3) A Survival Skills Management meeting would be
held on August 22, 1996, in the evening hours
for Board Members. Planning to attend this
meeting were: Mr. Castro, Dr. Kit Linton,
Dr. Michael Hinze, Cezar Cervantez and Mr.
John Peck.
(4) Work was started to install the sink in the
Lab. (This work toward getting the Lab cer-
tified.)
(5) There was a definite need to reevaluate the
Community Needs Assessment.
(6) Environmental Health Inspector Christi Rowell
was on leave with a new baby girl. Cezar
Cervantez was filling in for her.
Cezar Cervantez reported a free immunization clinic as
the "kick-off" to the Shots Across Texas campaign was
successful. About 1500 immunizations were administered.
Chairman Linton called for a report from the Smoking
Ordinance Committee.
Mayor Lloyd Woods asked if he could make a statement
before the report. He asserted his views, saying he
felt the City should not "dictate" to businesses on
this issue and expressed he thought pressing this issue
was a "waste of time."
There was a lengthy discussion with comments and
questions on the proposed smoking ordinance.
Mrs. Kay stated she felt the children should be
protected from smoking and second --hand smoke.
Donna Womble, R.N., agreed.
Cezar Cervantez, R.N., explained the Ordinance was
not to "stop people from smoking" but to establish
areas for people to smoke. Also, the ordinance would
provide a proclamation placing tobacco away from
minors and placing vending machines out of reach
for minors. He said the Health Department would
enforce the Ordinance.
After further discussion, there was a motion and
second that the draft of the Smoking Ordinance be
presented to the City Council in a "work session"
for further modification. The Board voted to send
the Ordinance to the council.
Excused absences were granted for Cyndi Ebeling and
Nina Morris, and the meeting was adjourned.
