The Planning & Zoning Board held a hearing on Thursday, September 8, 2022 at 6:00 p.m. The
meeting took place in the Council Chambers of City Hall, 202 W 5t" St, Plainview, Texas, with the
following members present:
Staff Members Present: Jeff Johnston —Assistant City Manager, Meagon Borjas—Community
Service Secretary, Tori Huddleston —Special Projects, Philip Mize—Chief Building Official,
Belinda Hinojosa —City Secretary.
Board Members Present: Justin Cantwell, Had Kotaiya, Danny Murphree, Paul Drager, Chris
LeFevre, Mark Bacher, and Mark Hardin.
ITEM NO. 1 Call to Order.
Paul Drager opened the meeting at 6:00 pm, established a quorum and conducted the
consideration of the following items in the order presented.
ITEM NO. 2 Oath of Office.
Belinda Hinojosa conducted the swearing into office for, Had Kotaiya, Mark Bacher, and Mark
Hardin. All sworn in signed an "Oath of Office" and "Statement of Elected/Appointed Officer"
ITEM NO. 3: Approval of the minutes of January 13, 2022.
Mark Hardin made a motion for approval of the amended January 13, 2022 minutes. Chris
LeFevre seconded and motion carried unanimously.
ITEM No. 4: Case File No. P-22-03 Consideration of and possible action on Certificate of
Appropriateness Application for: 623-625 Broadway (Property ID #21746). Proposal is to
remove windows, reinstall doors to match the building's original design, install new
windows where needed and update window trim to a dark bronze.
OWNER(S): Macrina and David Greve SURVEYOR: N/A
Tori Huddleston presented before the board a consideration of and possible action on Certificate
of Appropriateness for address, 623-625 Broadway. Applicant is requesting the approval of the
COA to facilitate a material change to building(s).
Danny Murphree made motion to open Public Hearing. Seconded by Mark Hardin. Motion carried
unanimously.
Paul Drager asked if there was anyone to speak in Opposition or Favor. No Opposition.Applicant,
David Greve, spoke in favor.
Mark Hardin made motion to close Public Hearing. Seconded by Mark Bacher. Motion carried
unanimously.
Motion to approve Case File No. P-22-03 Consideration of and possible action on
Certificate of Appropriateness Application for: 623-625 Broadway (Property ID #21746).
Proposal is to remove windows, reinstall doors to match the building's original design,
install new windows where needed and update window trim to a dark bronze.
Mark Hardin made motion to approve the COA as presented. Seconded by Chris LeFevre. Motion
carried unanimously.
ITEM NO. 5: Case File No: P-22-04 Consider and take action on the request by T&J Auto
Inc. and Jack Rabbit Ranch LLC., that the property located at the corner of Olton Rd. and
(Highway 70) and Andy Taylor Rd., be zoned Multi-Family (MF) in order to facilitate a new
Senior Living Center (Legacy Trails of Plainview). The property is approximately 8 acres
and is described in Metes and Bounds situated in Section 22, BLK JK-2, G.C..& S.F. R.R.
Co. Currently the property sits just outside the city limits and is under review for
Annexation by the Plainview City Council.
Owners: James Odom and Charles Schafer SURVEYOR: N/A
Jeff Johnston,ACM, presented before the board to rezone.property located at the corner of Olton
Rd. (Highway 70)and Andy Taylor Rd. in order to facilitate a new Senior Living Center. Currently
the property sits just outside the city limit and is under review for Annexation by the Plainview City
Council
Mark Hardin made a motion to open the public hearing. Chris LeFevre seconded. Motion carried
unanimously.

unanimously.
