The Planning & Zoning Board held a hearing on Thursday, March 9, 2023 at 6:00 p.m. The
meeting took place in the Council Chambers of City Hall, 202 W 5th St, Plainview, Texas, with the
following members present:
Staff Members Present: Jeff Johnston —Assistant City Manager, Meagon Borjas—Community
Service Secretary, Erica Muniz— Community Service Secretary.
Board Members Present: Han Kotaiya, Danny Murphree, Sally Bishop, Chris LeFevre, Mark
Hardin, and Mark Bacher.
ITEM NO. 1 Call to Order.
Chris LeFevre opened the meeting at 6:00 pm, established a quorum and conducted the
consideration of the following items in the order presented.
ITEM NO. 2 Approval of the minutes of January 12, 2023.
Mark Hardin made a motion for approval of the January 12,2023 minutes. Mark Bacher seconded,
motion carried unanimously.
Item NO. 3. Case File No. P-23-02, consideration of a Rezone, located on the West side of
Amarillo street between-2nd street and 3rd street, legal description AB 28 BLK JK-2 SEC
33 3.84 ACRES, otherwise known as 201 Amarillo St. This is a new small development of
Senior Living housing called the Plainview Lofts. It is currently zoned Suburban
Residential (SR), and is requesting to rezone to Mixed Residential (MR).
OWNER(S): Plainview MHP, LP. SURVEYOR:
Jeff Johnston presented before the board, to rezone the area known as 201 Amarillo St.
Danny Murphree made motion to open public hearing. Seconded by Had Kotaiya, vote carried c
unanimously. (2) Residents came forward to speak in opposition.
Michael Barner, at 304 Amarillo St., stated:
-The proposed land is in a flood plane
-Could lose value to surrounding properties.
-Area could not handle increased traffic
-Only one entry/exit to area
-Proposed some new locations that (he) feels the proposed use of land would be better
suited, by fire station or Wal-Mart since there is housing developments in those areas
already
-Current housing development that is already located in area is"not"easy to live by
Stacey Zavala, at 200 Amarillo St., stated:
-Could lose the "open" area
-Potential issues with rain due to flood plane and no proper"draining system"
No one came to speak in favor. Mark Hardin made motion to close public hearing. Seconded by
Sally Bishop, vote carried unanimously.
Motion to Approve, Case File No. P-23-02, rezone located on the West side of Amarillo St.
between 2nd St. and 3rd St., legal description AB 28 BLK JK-2 SEC 33 3.84 ACRES, also
known as 201 Amarillo St. Currently zoned Suburban Residential (SR) requesting to be
zoned Mixed Residential (MR)
Mark Hardin made motion to approve case file no. P-23-02. Seconded by Had Kotaiya, motion
was approved 5/1.
Item NO. 4. Case File No. P-23-03, consideration of Final Replat, Tract A of Compress
Addition,Section 12, Block M,Abstract 658, 3.13 Acres,of the City of Plainview, Hale County,
Texas. Zoned Light and Heavy Industrial (LI and HI). Requesting to replat 24 lots into one
single lot and vacate Fir St. (75'R.O. W) that runs through the "middle" of the existing
buildings.
OWNER(S):Louis Dreyfus Company Cotton Storage LLC SURVEYOR:Centerline Engineering&Consulting
Jeff Johnston presented before the board, to replat area into one single lot and vacate Fir St.
Sally Bishop made motion to open public hearing. Mark Bacher seconded,vote carried unanimously.
No one spoke in opposition. Justin Cantwell,at 1100 Holliday spoke in favor. Danny Murphree made
motion to close public hearing. Seconded by Had Kotoiya, vote carried unanimously.
Motion to Approve, Case File No. P-23-03, Final Replat, Tract A of Compress Addition,
Section 12, Block M,Abstract 658, 3.13 Acres, of the City of Plainview, Hale County, Texas.
Replat, 24 lots into one single lot and vacate Fir St. (75'R.O.W) that runs through the
"middle" of the existing buildings.
Mark Bacher made motion to approve case file no. P-23-03, seconded by Mark Hardin. Vote carried
unanimously.
Item NO. 5. Case File No. P-23-04, consideration of Final Replat, Tract D Tract E of Compress
Addition, Section 12, Block M,Abstract 658, 3.30 Acres, of the City of Plainview, Hale County,
Texas. Zoned Light and Heavy Industrial (LI and HI). Requesting to replat 17 lots into one
single lot and vacate two 20'alleys near the middle of the property.One running North-South
and one running East-West.
OWNER(S):Louis Dreyfus Company Cotton Storage LLC SURVEYOR:Centerline Engineering&Consulting
Jeff Johnston presented before the board, to replat area into one single lot and vacate alley ways.
Mark Hardin made motion to open public hearing. Sally Bishop seconded, vote carried unanimously.
No one spoke in opposition. No one spoke in favor.Sally Bishop made motion to close public hearing.
Seconded by Mark Hardin, vote carried unanimously.
Motion to Approve, Case File No. P-23-04, Final Replat, Tract E of Compress Addition,
Section 12, Block M,Abstract 658, 3.30 Acres, of the City of Plainview, Hale County, Texas.
Replat 17 lots into one single lot, and vacate two 20' alleys. Alleys running North— South,
and East—West located near the middle of the property.
Mark Hardin made motion to approve case file no. P-23-04, seconded by Mark Bacher.Vote carried
unanimously.
ITE NO. 6 No further comments were made and the meeting was adjourned at 6:38 pm.
