The Planning & Zoning Board held a hearing on Thursday, March 23, 2023 at 6:00 p.m. The
meeting took place in the Council Chambers of City Hall, 202 W 5th St, Plainview, Texas, with the
following members present:
Staff Members Present: Jeff Johnston —Assistant City Manager, Meagon Borjas—Community
Service Secretary.
Board Members Present: Had Kotaiya, Sally Bishop, Chris LeFevre, Chris Williams, and Tyler
James.
Item No. 1. Call to Order.
Chris LeFevre opened the meeting at 6:05 pm, established a quorum and conducted the
consideration of the following items in the order presented.
Item No. 2 Appoint Board Chairman.
Had Kotaiya made motion to elect Chris LeFevre as new Board Chairman. Chris LeFevre
accepted the role and made motion to elect Danny Murphree as Vice. Both motions was seconded
by Sally Bishop and vote carried unanimously to elect Chris LeFevre as Board Chairman and
Danny Murphree as Vice Chairman.
Item No. 3 Approval of minutes from March 9, 2023.
Sally Bishop made a motion for approval of March 9, 2023 minutes. Had Kotaiya seconded,
motion carried unanimously.
Item No. 4 Case File No. P-23-05, For Consideration of and possible action on a Plat of
approximately 8 acres in section 22, BLK JK-2, GC &SF RR Co Survey, Abstract No. 1437,
Plainview, Hale County Texas. Located at the corner of Andy Taylor Rd and Highway 70
(Olton Rd.) for the development of a Senior Living housing protect.
OWNER(S): Salem Clark, LLC. SURVEYOR: AMD Engineering, LLC
Jeff Johnston welcomed Chris LeFevre as the new board chairman then preceded to present
before the board, a new prelim Plat located at the corner of Andy Taylor Rd. and HWY 70 (Olton
Rd.)for a new senior living housing project
Chris Williams made motion to open public hearing, Sally Bishop seconded vote carried
unanimously. No one to speak in opposition or favor. Received one letter back in opposition with
concerns on city cost and wondering why this particular lot, and proposed a new location.
Chris Williams made motion to close public hearing. Had Kotaiya seconded motion and vote
carried unanimously.
Motion to Approve, Case File No. P-23-05, approval of Plat of approximately 8 acres in
section 22, BLK JK-2, GC& SF RR Co Survey, Abstract No. 1437, Plainview, Hale County,
Texas. Located at the corner of Andy Taylor Rd and HWY 70 (Olton Rd.) for a new
development of a Senior Living housing project.
Chris LeFevre made motion to approve case file no. P-23-05 as presented with adding in a
required 32 ft. R.O.W for a possible city road in future. Seconded by Chris Williams and vote
carried unanimously.
Item No. 5. Case File No. P-23-06, For Consideration of and possible action on a Replat
of approximately 9.87 acres out of Section 29, BLK JK-2, GC &SF RR Co. Survey, Abstract
26, Plainview, Hale County Texas. To condense 4 current lots into one lot, and to dedicate
a 38 ft R.O.W. for future road development. The property address is 1100 S 1-27, and is
currently the Smith Auto Family Ford dealership. The Plat is also being proposed to be
renamed Sykora Enterprises Addition PLV.
OWNER(S): Sykora Enterprises, LTD. SURVEYOR: OJD Engineering, LLC&Consulting
Jeff Johnston presented before the board, a Replat and plat rename, located at'1100 S I-27.
Sally Bishop made motion to open public hearing. Seconded by Chris Williams, vote carried
unanimously. No one to speak in opposition or favor. Sally Bishop made motion to close public
hearing. Chris Williams seconded motion and vote carried unanimously.
