HomeMy WebLinkAbout04.13.2023 MINUTES r' Planning & Zoning Minutes The Planning & Zoning Board held a hearing on Thursday, April 13, 2023 at 6:00 p.m. The meeting took place in the Council Chambers of City Hall, 202 W 5th St, Plainview, Texas, with the following members present: Staff Members Present: Jeff Johnston —Assistant City Manager, Erica Muniz— Community Service Secretary Board Members Present: Phyllis Wall, Had Krishna, Danny Murphree, Chris LeFevre, and Mark Bacher Item No. 1. Call to Order. Chris LeFevre opened the meeting at 6:00 pm, established a quorum and conducted the consideration of the following items in the order presented. Item No.2 Approval of minutes from March 23, 2023. Mark Bacher made a motion for approval of March 23, 2023 minutes. Danny Murphree seconded, motion carried unanimously. Item No. 3 Case File No. P-22-06, For consideration of a final Plat approval for a property located in the City of Plainview, Hale County Texas. Currently described by metes and bounds: AB26 BLK JK-2 SEC 29 OUT W/2 336.34X1036 FAC.&W OF HWY&274X275' 9.813 Acres, commonly known as 700 S I-27.To be called Wylie Addition Tract A, Plainview, Hale County Texas. OWNER(S): Coyote Real Estate Holdings, LLC SURVEYOR: AMD Engineering, LLC Jeff Johnston presented before the board, a final Plat to be located 700 S 1-27, to be called Wylie Addition Tract A. Chris Lefevre made motion to open public hearing, Had Krishna seconded vote carried unanimously. No one to speak in opposition or favor. Danny Murphree made motion to close public hearing. Had Krishna seconded motion and vote _ carried unanimously. Motion to Approve, Case File No. P-22-06, approval of final Plat for a property located in. the City of Plainview, Hale County Texas. Currently described by metes and bounds:AB26 BLK JK-2 SEC 29 OUT W/2 336.34X1036 FAC & W OF HWY & 274X275' 9.813 Acres, commonly known as 700 S I-27.To be called Wylie Addition Tract A, Plainview, Hale County Texas. Mark Bacher made motion to approve case file no. P-23-06 as presented. Seconded by Phyllis Wall and vote carried unanimously. Item No. 4. Case File No. P-23-05, For consideration of a final Plat approval of approximately 8 acres in section 22, BLK JK-2, GC &SF RR Co Survey, Abstract No. 1437, Plainview, Hale County Texas. Located at the corner of.Andy Taylor Rd and Highway 70 (Olton Rd.) for the development of a Senior Living housing project. The Plat will herein dedicate a R.O.W to the City of Plainview for a street and UE, on the East and West sides of the lot. OWNER(S): Salem Clark Companies SURVEYOR: AMD Engineering, LLC Jeff Johnston presented before the board, a final Plat to be located at the corner of Andy Taylor Rd and Highway 70 (Olton Rd.)for the development of a Senior Living housing project. Phyllis Wall made motion to open public hearing. Seconded by Danny Murphree, vote carried unanimously. No one to speak in opposition or favor. Danny Murphree made motion to close public hearing. Mark Bacher seconded motion and vote carried unanimously. Motion to Approve, Case File No. P-23-05, approval of final Plat of approximately 8 acres in section 22, BLK JK-2,GC&SF RR Co Survey,Abstract No. 1437, Plainview, Hale County, Texas. Located at the corner of Andy Taylor Rd and HWY 70 (Olton Rd.) for a new development of a Senior Living housing project. Blanket garbage easement required. Danny Murphree made motion to approve case file no. P-23-05 as presented. Mark Bacher seconded, vote carried unanimously. Item No. 5. Case File No. P-23-06, For Consideration of and possible action on a Replat of approximately 9.87 acres out of Section 29, BLK JK-2, GC&SF RR Co. Survey, Abstract 26, Plainview, Hale County Texas. To condense 4 current lots into one lot, and to dedicate a 38 ft R.O.W. for future road development. The property address is 1100 S 1-27, and is current the Smith Auto Family Ford dealership. The Plat is also being proposed to be renamed Sykora Enterprises Addition PLV. OWNER(S): Sykora Enterprises, LTD. SURVEYOR: OJD Engineering, LLC&Consulting ., - e Jeff Johnston presented before the board, a Replat to be located at 1100 S 1-27, and is currently the Smith Auto Family Ford dealership. Danny Murphree made motion to open public hearing. Seconded by Had Krishna, vote carried unanimously. No one to speak in opposition or favor. Danny Murphree made motion to close public hearing. Phyllis Wall seconded motion and vote carried unanimously. Motion to Approve, Case File No. P-23-06, a final Replat of approximately 9.87 acres out of Section 29, BLK JK-2, GC &SF RR Co. Case File No. V-23-07, For consideration of a variance, requesting to encroach approximately 16 ft. on the west side and approximately 39 ft. on the north into the required 50 ft. setbacks for Multifamily zoned districts. The proposed variance is for property at approximately 8 acres located in section 22, BLK JK-2, G.C. & S.F. RR. CO. Survey, Abstract No. 1437, Plainview, Hale.County, TX. Located at the corner of Andy Taylor Rd and Highway 70 (Olton Rd.)for the development of a Senior Living housing project. Jeff Johnston presented before the board to strike case file no. V-23-07 from meeting. Variances for setbacks due to hardships must go through the Zoning Board of Adjustments for approval not Planning and Zoning.
