The Planning & Zoning Board held a hearing on Thursday, May 25, 2023 at 6:00 p.m. The
meeting took place in the Council Chambers of City Hall, 202 W 5th St, Plainview, Texas, with the
following members present:
Staff Members Present: Jeff Johnston —Assistant City Manager, Philip Mize— Building Chief
Official - Erica Muniz— Community Service Secretary
Board Members Present: Had Krishna, Sally Bishop, Chris LeFevre, Danny Murphree, and Mark
Bacher, Chris Williams
Item No. 1. Call to Order.
Chris LeFevre opened the meeting at 6:00 pm, established a quorum and conducted the
consideration of the following items in the order.presented.
Item No. 2 Approval of minutes from May 25, 2023.
Mark Bacher made a motion for approval of March 23, 2023 minutes. Sally Bishop seconded,
motion carried unanimously.
Item No. 3 Case File No. P-23-08, consideration of, the City of Plainview, TX. City
Building Inspection Department has received an application for a Special Use Permit to
operate a boarding kennel at 1001 West 5th. ("Sec. 14.04.003 (b) of the City Ordinance,
relative to Special Use Standard, Permit required (1)").
Jeff Johnston opened discussion and handed off to Philip Mize. Philip Mize presented
consideration for a Special Use Permit at location, 1001 West 5th Street.
Danny Murphree made motion to open public hearing, Chris Williams seconded vote carried
unanimously. No one to speak in opposition or favor.

Datade motion to close public hearing. Had Krishna seconded motion and vote
carried unanimously.
Motion to Approve, Case File No. P-23-08, Special Use Permit to operate a boarding kennel
at 1001 West 5th. ("Sec. 14.04.003 (b) of the City Ordinance, relative to Special Use
Standard, Permit required (1)").
(1) Animals should be kept primarily inside except for except for exercise time in the
outside fenced enclosure which should only be between 7:00 am and 10:00 pm.
(2) When not in the direct control of an attendant, all animals should remain in a secure
kennel.
(3) Kennels and outside exercise area should be cleaned twice daily to reduce any
unpleasant smells.
(4) An animals producing excessive noise should be moved indoors to reduce
unpleasant noise to neighboring businesses.

Williams and vote carried unanimously.
Item No. 4. Case File No. P-23-09, consideration of vacation, SB Plainview, LTD (Graco
Real Estate Development) has requested that the City of Plainview vacate the 24'ACE/DRE
on Tract"C" (Dedication Deed Recording P&D 2022000448) of the Wilcox Addition located
in the 3600 block of Olton Rd (Highway 70).
Jeff Johnston presented before the board, case file no. P-23-09 Re-plat with Dedication.

IT NO. 5 No further comments were made and the meeting was adjourned at 6:20 pm.
