HomeMy WebLinkAbout12.14.2023 MINUTES t� P Planning & Zoning Minutes • The Planning&Zoning Board held a hearing on Thursday,December 14th,2023, at 6:00 p.m. The meeting took place in the Council Chambers of City Hall, 202 W 5th St, Plainview, Texas, with the following members present: Staff Members Present: Jeff Johnston—Assistant City Manager, Maria Ramirez—Community Services Secretary, Trinny Marroquin—Community Services Secretary Board Members Present: Sally Bishop, Chris LeFevre, Danny Murphree, Mark Hardin, Hari Krishna, and Phyllis Wall Item No. 1. Call to Order. Chris LeFevre opened the meeting at 6:00p.m., established a quorum, and conducted the consideration of the following items in the order presented. Item No.2 Approval of minutes from July 13,2023. Jeff Johnston informed the commission that the minutes of the last meeting could not be found. Chris LeFevre said he may be able to provide his minutes for said meeting. Item No. 3 Case File No. P-23-14, Rezone of a property located at 13th and Mesa D, legal description Mesa Verde PLV Unit 1 PTS of LOTS 1,4, and 5. This property is currently zoned General Commercial (GC) but has been requested to be rezoned Multi-family (MF) Jeff Johnston presented before the Commission the consideration to rezone the property from its current zoning of General Commercial (GC) to the requested Zoning, Multi-family(MF)to facilitate a multi-family apartment unit. Danny Murphree made the motion to open public hearing, Mark Hardin seconded vote carried unanimously. Mark Hardin made a motion to close the public hearing. Sally Bishop seconded the motion and vote carried unanimously. • Sally Bishop made a motion to approve case file no. P-23-14 as presented. Seconded by Danny Murphree and vote carried unanimously. Item No.4 Case File No.P-23-15,Rezone of a property located on North Columbia St.,legal description AB 30 BLK JK-2SEC 37 S PART of NE PART of SE/4 otherwise known as 3601 N Columbia St. This property is zoned Heavy Industrial (III) and has been requested to be rezoned General Commercial (GC). Jeff Johnston presented before the Board consideration to rezone a property located at 3601 N Columbia St. from its current zone of Heavy Industrial (HI) to the requested zoning of General Commercial(GC)for future use of a building that would be of a Commercial nature. He explained to the board, that the owner, Eugene Allen, had verbally expressed the possibility of a grocery store at this property. He also explained he received a call from the property neighbor, Carl Williams,who is in favor to rezone said property. Mark Hardin made a motion to open public hearing, Sally Bishop seconded vote carried unanimously. No one to speak in opposition or favor. Sally Bishop made a motion to close the public hearing. Mark Hardin seconded the motion and vote was carried unanimously. Danny Murphree made the motion to approve case file no. P-23-15. Seconded by Hari Krishna and vote carried unanimously.
