The Planning & Zoning Board held a hearing on Thursday, March 28th, 2024, at 6:00 p.m. The
meeting took place in the Council Chambers of City Hall, 202 W 5th St, Plainview, Texas, with
the following members present:
Staff Members Present: Jeff Johnston—Assistant City Manager, Maria G Ramirez and Trinny
Marroquin—Community Services Secretaries.
Board Members Present: Sally Bishop, Chris LeFevre, Danny Murphree, Mark Hardin, Hari
Krishna,Larry Williams
Item No. 1. Call to Order
Chris LeFevre opened the meeting at 6:00 p.m., established a quorum, and conducted the
consideration of the following items in the order presented.
Item No.2 Approval of minutes from January 25,2024
Mark Hardin made a name correction to the minutes from January 25,2024(Item No.3,the motion
was made by Mark Hardin and not Mark Bacher.) Mark Hardin made a motion to approve the
minutes from January 25th, 20, Sally Bishop seconded, and motion carried 6-0.
Case File No.P-24-02,In Consideration of a Preliminary Plat.A plat to be located in the City
of Plainview,Hale County Texas.Metes and bounds description of a 3.809 acres tract of land
located between 2nd and 3rd St and Amarillo St, being a portion of section 33, Block JK-2.
Hale County.Hodges Subdivision.Present use of property is vacant with a proposed use for
multi-residential or multi-tenant housing.
Jeff Johnston presented before the Commission the consideration of a Preliminary Plat located
between 2nd and 31d Streets and Amarillo Street. The Affordable Housing Development will
consist of 17 buildings comprising 34 living units total,with no affiliation to HUD. A correction
to the Planner's note was made,now detailing the 10' UUE will run the entire north,west and
south sides of the lot and not the east side. There was mention of concerns for the possible water
run-off at the southwest corner of the project. Mr. Johnston explained there currently is a
drainage system set, and no surrounding properties, either commercial or residential, would be
affected. Hari Krishna questioned the need for a fence to be installed-Mr. Johnston said it was
not a requirement by the city.
Mark Hardin made the motion to open public hearing, Sally Bishop seconded vote carried 6-0.

Danny Murphree made a motion to close the public hearing. Sally Bishop seconded the motion
and vote carried unanimously.
Mark Hardin made a motion to approve case file no.P-24-02 as presented. The item was seconded
by Hari Krishan and the vote was carried unanimously.

No further comments were made;the meeting was adjourned at 6:18 pm.
