The Planning & Zoning Board held a hearing on Thursday, July 25th, 2024, at 6:00 p.m. The
meeting took place in the Council Chambers of City Hall, 202 W 5th St, Plainview, Texas, with the
following members present:
Staff Members Present: Jeff Johnston-Assistant City Manager. Maria G Ramirez—Community
Services Secretary.
Board Members Present: Chris LeFevre, Danny Murphree, Larry Williams, Mark Hardin, Phyllis
Wall, Tyler James.
Item No. 1 Call to Order
Chris LeFevre opened the meeting at 6:00 p.m., established a quorum, and conducted the
consideration of the following items in the order presented.
Item No.2 Approval of minutes from July 11th,2024
Mark Hardin made a motion to approve the minutes from July 11th, 2024, Phyllis Wall seconded,
and motion carried 6-0.
Item No. 3. Case File No. P-24-006, Recommendation to approve the Rezone of a property
located approximately at 4201 Blk of Olton Road., BEING,a 1.94 Acre tract out of that certain
called 95.36 Acre tract, as described in Volume 510, Page 595, Deed Records of Hale County,
Texas, located in Section 28, Block JK2, Abstract 2180, G.C. & S.F. R.R. Co. Survey, Plainview,
Hale County, Texas. This property is currently zoned Rural Agricultural (RA) but has been
requested to be rezoned General Commercial (GC)
Jeff Johnston presented before the Commission Case File No. P-24-06. The property is
currently zoned RA(Rural Agriculture), but the City is requesting it be rezoned to General
Commercial and have the commission recommend that the City Council approve the rezoning of
the property.
Danny Murphree made the motion to open public hearing, Mark Hardin seconded vote carried 6-
0.
Danny Murphree made a motion to close the public hearing. Mark Hardin seconded the motion,
and the vote was carried unanimously.
Phyllis Wall made a motion to approve case file no. P-24-006 as presented. The item was
seconded by Larry Williams and the vote was carried unanimously.

ITEM 4: Case File No. P-24-007, In Consideration of a Preliminary Plat of a property
located approximately at 4201 BIk of Olton Road., BEING a 1.94 Acre tract out of that certain
called 95.36 Acre tract, as described in Volume 510, Page 595, Deed Records of Hale County,
Texas, located in Section 28, Block JK2, Abstract 2180, G.C. & S.F. R.R. Co. Survey, Plainview,
Hale County, Texas. Present use of property is vacant with a proposed use for a Commercial
Building.
Jeff Johnston presented before the Commission the consideration of a Preliminary Plat located
at approximately at 4201 BIk of Olton Road. The City has hired a surveyor to Plat the property to
be called CFA Addition Lot 1.
Mark Hardin made the motion to open public hearing, Phyllis Wall seconded vote carried 6-0.
Larry Williams made a motion to close the public hearing. Mark Hardin seconded the motion, and
the vote was carried unanimously.
Dany Murphree made a motion to approve case file no. P-24-007 as presented. The item was
seconded by Mark Hardin and the vote was carried unanimously.

No further comments were ade; the meeting was adjourned at 6:22 pm.
