HomeMy WebLinkAbout00 0706 min115 MINUTES Plainview City Council Meeting July 6, 2000 The Plainview City Council met at 11:30 a.m., July 6, 2000, at the Plainview Convention Center. Notice of this meeting was posted in City Hall at 10:00 a.m., July 3, 2000. Councilmembers Present: Lloyd C. Woods - Mayor; Sam Parker- District 1; Rey Roses - District 3; Mike Hutcherson - District 4; Ross Owen - District 5; Buddy McGehee - District 6; and Irene Favila - District 7. Councilmember Mary Jane Shanes - District 2, had an excused absence. Administrative StaffPresent: Jim Jeffers-City Manager; Wally Hatch-City Attomey; Will Mull-Police Chief, _Gary Glass-Fire Department Chief, Dale Simpson-Civil Service Dkector; John Berry-Director of Public Works; Greg Zielinski-Code Enforcement Officer; and Christina Bonner-Deputy City Secretary. 1. Invocation was given by Councilmember Buddy McGehee. 2. Review July 11, 2000 City Council Agenda. Councilmember Hutcherson will not be participating in the appointment of the Plainview/Hale County Airport Board because of a conflict of interest. Three members are to be appointed by the County, three by the City, and one by both the City and County. The City's nominees were Lonnie Bradley, Ray Lee, and John Speck. Rene Miranda was nominated to fill the vacancy on the Electrical Board. Zone Case 691. Councilmember McGehee asked if there was some kind of specification for the fence. There is not one unless we add that language to the ordinance. The council suggests clarifying the language to state a chain link fence 6 feet in height, posts placed in concrete, and the fence placed along the North property line. This amendment will officially be offered at Tuesday's meeting. Greg Zielinski will notify the applicant of the proposed change. 3. City Council Reports. There were none. Everyone was encouraged to record the phone number, date and time when calling a number and get the "all circuits busy message. SWBT Representative Irasema Velasquez, said if it is occurring with phone calls between Plainview and Lubbock, the problem would be fixed soon because new lines were being added. Southwestem Bell does monitor the circuits-busy message, however additional documentation on problems would be helpful. 5. A specific use permit was issued to DJ's in September 1989. Jesse Hernandez, the owner, would like to make several changes to the original permit, according to Councilmember Rosas. Hernandez wants to be able to change the hours and days of operation and he would ~A-imlt~ Iqlq 0706 Page 1 nf ? 116 like to only have two security officers during special events (as opposed to during opening hours). The hours and days of the establishment are regulated by the Alcoholic Beverage Code therefore TABC would have jurisdiction over those changes, not the City. As far as the two security officers, to change that provision Hernandez would have to apply to amend the ordinance and go through the specific use permitting process. In the ordinance it only says that DJ's has to have two uniformed security officers. It does not specify whether they have to have any certification, as long as they are in a uniform that says they are working security DJ's meets that requirement. Councilmember Favila will not participate in the Energas Rate Case because of a conflict of interest. Energas had requested a rate increase, the City's Steering Committee met to review their request and decided a decrease was in order instead. The two were unsuccessful in coming to a negotiated agreement. The Railroad Commission offered mediation and the two agreed to partake in non-binding mediation, which concluded six weeks ago. The mediator decided Energas should have a 3 million-dollar increase with the stipulation another increase would not occur for at least another three years. The City of Lubbock declined the offer. The City of Hereford and the City of Canyon ratified the offer. Midland and Odessa are undecided. The City Manager will make his recommendation at the July 25, 2000 meeting. Its time to start nominating people to serve on the Districting Commission. The City Council will appoint 6 members. The commission will be responsible for looking to see if the City needs to redistrict. They will decide this by reviewing the population and ethnicity results from the Census. The commission may also hire a demographer to assist them in their duties. Nominees need to be submitted before the next Worksession on July 20, 2000. Except for a computer glitch the budget workshop would already be scheduled. Everything has been reentered and the City should have the budget the first part of next week.
