HomeMy WebLinkAbout4.07.2025 MS Board Minutes MINUTES Downtown Plainview Main Street Program & Tourism Coordinating Board Date: Monday, April 7, 2025 – 11:30 a.m. Board Members Present: Ellysa Harris, Sheila McKay, Sabrie Villegas, Leslie Harkins, Phyllis Wall, Tiffany Wilhelm, Britni Morales City of Plainview, Downtown Plainview Main Street Representatives: Sara Stevens, Kristi Aday Chamber of Commerce: Tonya Keesee, Ex-Officio Members Absent: JoAnn Rey (Excused), Rachel Salazar (Excused) 1. Call to Order 11:33 a.m. 2. Oath of Office City Secretary Belinda Hinojosa administered the Oath of Office for new member Britni Morales. 3. March 2025 Board Minutes – Review and Approve Sara Stevens presented the March Board meeting minutes. Tiffany Wilhelm motioned to approve the March Board minutes. Phyllis Wall voiced the second. The motion to approve the March 2025 minutes passed with a 6-0 vote. 4. Approval of the Friends of Downtown Budget Report for March 2025 Sara Stevens presented the Friends of Downtown Budget Report for March 2025. Stevens noted three partnership donations as well as a grant from Texas Tech Civic Leadership Academy. Stevens also presented the final project costs for the Plainview ISD Window Activation. Sheila McKay made a motion to approve the Friends of Downtown Budget Report for March 2025. Sabrie Villegas voiced the second and the motion passed 7-0, as Sheila McKay entered to attend at this point of the meeting. 5. Nominate and Vote on Friends of Downtown Committee Chair Sara Stevens reviewed the responsibilities of a committee chair and current Friends of Downtown committee goals and projects. Leslie Harkins nominated Tiffany Wilhelm as the Friends of Downtown Committee Chair. The nomination was seconded by Phyllis Wall and the vote passed unanimously 7-0. 6. Consider and take necessary action on Plainview ISD Window Activation Art Sara Stevens reviewed the project’s progress up to this point. The painting is set for Saturday, May 3rd with students from the National Art Honor Society, local artists, and the Design Committee will participate. Stevens displayed the proposed art for the window mural, created by Plainview ISD students. The final cost is $1,500 with a breakdown of $1,000 for supplies and $500 for artist compensation as needed. Phyllis Wall made a motion to approve the artwork and cost of $1,500 on this project. The motion was seconded by Sabrie Villegas and passed with a vote of 7-0. 7. Consider and take necessary action on Community Survey Sara Stevens and Leslie Harkins opened the floor for feedback on the Community Survey. Phyllis Wall suggested small changes including adding a question to ensure contact for those interested in participating or supporting the program efforts as well as modify or remove the question regarding the types of businesses people would be interested in seeing in Downtown. A motion was made by Ellysa Harris to approve the survey with the discussed revisions and seconded by Sheila McKay. The motion passed unanimously with a vote of 7-0. 8. Consider and take necessary action on Stakeholder Survey Sara Stevens and Leslie Harkins opened the floor for feedback on the Stakeholder Survey. Wall made a comment about the survey’s title as misleading, discussing other types of stakeholders beyond property and business owners. The Board discussed modifying the title and ensuring that other key stakeholders beyond business owners complete the Community survey for feedback. Stevens explained that the bulk of this survey serves to meet Texas Main Street reporting requirements and assess district business needs. Motion by Tiffany Wilhelm to approve the survey with the suggested changes and seconded by Sabrie Villegas. The motion passed unanimously with a vote of 7-0. 9. HOT Grant – Caprock Genealogy Conference Sara Stevens presented the HOT Grant application for the Caprock Genealogy Conference slated for April 12th, 2025. Phyllis Wall motioned to approve the grant as presented for $750.00. Sheila McKay voiced the second. The motion passed with a 7-0 vote. 10. Action Items for Next Meeting The next meeting will include a review of the two surveys and the PISD window art project. 13.
