HomeMy WebLinkAbout02.05.2023 MS Board Minutes MINUTES Downtown Plainview Main Street Program & Tourism Coordinating Board Date: Monday, February 5, 2023 – 11:30 a.m. Board Members Present: Terra James, Emily Parker, Hari Krishna, Rachel Salazar, Angel Martinez, Leslie Harkins, Emily Haddock Board Members Absent: Pedro Reyes (Excused), Sheila McKay City of Plainview, Downtown Plainview Main Street Representatives: Kristi Aday, Sara Stevens Ex Officio: Tonya Keesee, Plainview Chamber of Commerce 1. Call to Order 11:00 a.m. 2. City Secretary Belinda Hinojosa attended the meeting to give the Oath of Office to new members Angel Martinez, Rachel Salazar, Leslie Harkins, and Emily Haddock. 3. Sara Stevens held an orientation session with the new members introducing them to Main Street and their responsibilities. 4. Officer Positions Sara Stevens presented the available officer positions and reviewed the responsibilities of each officer. Chair: Emily Parker nominated herself for the position of the Board Chair. Terra James seconded the motion. Emily Parker accepted the nomination. No other nominations were made. Vice-Chair: Emily Parker nominated Emily Haddock for the position of Vice-Chair. Terra James seconded the motion. Emily Haddock accepted the nomination. No other nominations were made. Secretary: Terra James nominated Sheila McKay for the position of Secretary. Emily Haddock seconded the motion. No other nominations were made. Sara Stevens held a vote to approve all nominated officer positions and the vote passed with a 7-0 vote. 5. December Board Minutes – Review and Approve Terra James motioned to approve the December Board minutes. Hari Krishna voiced the second. The motion to approve the December 2023 minutes passed with a 7-0 vote. 6. Approval of the 2023 Friends of Downtown Financial Report Sara Stevens presented the final financial report and budget for 2023. Hari Krishna motioned to approve the 2023 financial report. Rachel Salazar voiced the 2nd. The motion to approve the financial report passed with a 7-0 vote. 7. 2024 Friends of Downtown Budget Sara Stevens presented the drafted Friends of Downtown Budget for 2024. No decision was made. Leslie Harkins made a motion to table the approval of the 2024 Friends of Downtown Budget until the next meeting. Emily Haddock seconded the motion. The motion passed with a 7-0 vote. 8. Fundraising Letter and Plan Kristi Aday and Sara Stevens recapped the Board’s decision for fundraising amounts made at the November 6th and December 4th, 2023 Board meetings. Sara Stevens presented the fundraising letter. The board discussed changes and recommended to staff to change the letter to span across an additional page and spend more time differentiating between 2023 and 2024. Terra James recommended that the board could fundraise by block, similar to the Holiday Lights opportunity done through the November 2023 2nd Saturday. No decisions were made on the delivery method. Additionally, Chair Emily Parker asked to review the letter. 7. Discussion on 2024 Second Saturday Events Sara Stevens presented the 2nd Saturday Guidelines and Policies adopted by the Board in July 2022. She then presented the staff recommended changes to the guidelines. Discussion was held but no decisions were made. Promotion Chair Terra James volunteered to visit with businesses who have hosted in the past for feedback on 2nd Saturday. 8. HOT Grant – Hi-Plains Gem and Mineral Society Sara Stevens presented the HOT Grant application for the Hi-Plains Gem and Mineral Society Rock Show dated February 24th and 25th, 2024. Rachel Salazar motioned to approve the Grant as presented. Emily Haddock voiced the second. The motion passed with a 7-0 vote. 8. Texas Downtown Assessment Sara Stevens reviewed the expectations for the Texas Downtown Assessment set for February 23rd, 2024. There will be a Stakeholder meeting to begin the assessment. The assessment will utilize a team from Texas Downtown to analyze the strengths and weaknesses of Downtown Plainview to assist in goal-setting and strategic planning. A survey for stakeholders will be conducted during the week following the Board meeting. Board members are encouraged to attend the Stakeholder meeting. 9. Action Items for March Board Meeting Action items for the next board meeting include discussion on Christmas lights bids and addressing 2nd Saturday guidelines. Additionally, reviewing and approving the Friends of Downtown budget for 2024. 10. Adjourn Time: 1:15 p.m. Next Meeting: March 4, 2024 Sara Stevens Main Street Coordinator
