MINUTES
Downtown Plainview Main Street Program & Tourism Coordinating Board
Date: Monday, June 10, 2024 – 11:30 a.m.
Board Members Present: Terra James, Emily Parker, Rachel Salazar, Leslie Harkins, Sheila McKay
Board Members Absent: Pedro Reyes, Angel Martinez, Emily Haddock, Hari Kotaiya,
City of Plainview, Downtown Plainview Main Street Representatives: Kristi Aday, Sara Stevens
Ex-Officio: Tonya Keesee (Plainview Chamber of Commerce)
1. Call to Order 11:41 a.m.
2. May Board Minutes – Review and Approve
Rachel Salazar motioned to approve the May Board minutes. Sheila McKay voiced the second. The motion to
approve the May 2024 minutes passed with a 5-0 vote.
3. Approval of May 2024 Friends of Downtown Budget Report
Sara Stevens presented the May Friends of Downtown Budget for 2024. Discussion was held about fundraising
solutions. The Board requested a packet, form, or deliverable to bring to meetings with potential corporate
sponsors. Leslie Harkins made the motion to approve the May 2024 Report. Rachel Salazar seconded the motion.
The motion to approve the May 2024 budget report passed with a 5-0 vote.
4. Committee Nominations – Friends of Downtown and Design
Sara Stevens spoke about the expectations and responsibilities of a Committee Chair and then reviewed each of
the committees and upcoming projects based on the 2024-2026 Work Plan. Emily Parker nominated Rachel
Salazar for the appointment of Design Committee Chair, which Salazar accepted. Sheila McKay seconded the
nomination and the vote passed 5-0. Rachel Salazar nominated Leslie Harkins for the appointment of Friends of
Downtown Committee Chair, which Harkins accepted. Emily Parker seconded the nomination and the vote passed
5-0.
5. Holidays 2024 Work Plan
Sara Stevens presented a drafted work plan to the Board to assist in establishing the Holidays 2024 ad hoc
committee. The Work Plan will act as a guide to the committee for items that need to be completed. Terra
James volunteered to speak with County Commissioners about involvement and Holiday lighting for the
Courthouse. No action was necessary.
6. Holiday 2024 ad hoc Committee Nominations
Sara Stevens recommended that the Board establish an ad hoc committee and chair for the 2024 Holiday event.
Emily Parker nominated Terra James for the position of the Holidays ad hoc committee chair for 2024. James
accepted the nomination and Sheila McKay seconded. The vote passed 5-0.
7. Next Steps for Main Street Flowerpots
Sara Stevens presented facts found about the Flowerpots Downtown. Discussion was held by the Board on who
is responsible for maintenance and found that businesses who would like a flower pot are welcome to coordinate
with property owners who have one but are not utilizing it in order to transfer ownership/location.
8. Request for Volunteers for Red, White, and Moo Parade
Sara Stevens spoke about Main Street coordination with the Red, White, and Moo committee and parade
responsibility. She requested volunteer support from the board.
11. Action Items for June Board Meeting
Action items for the next board meeting include fundraising form or packet for corporate sponsorships, first
proposed draft of the budget, and amended work plan for second reading.
