HomeMy WebLinkAbout09.09.2024 MS Board Minutes MINUTES Downtown Plainview Main Street Program & Tourism Coordinating Board Date: Monday, September 9, 2024 – 11:30 a.m. Board Members Present: Terra James, Emily Parker, Rachel Salazar, Leslie Harkins, JoAnn Rey, Ellysa Harris, Sabire Villegas Board Members Absent: Sheila McKay, Hari Kotaiya, City of Plainview, Downtown Plainview Main Street Representatives: Kristi Aday, Sara Stevens 1. Call to Order 11:33 a.m. 2. Oath of Office for New Members City Secretary Belinda Hinojosa attended the meeting to give the Oath of Office to new members JoAnn Rey, Ellysa Harris, and Sabrie Villegas. 3. July Board Minutes – Review and Approve Terra James motioned to approve the July Board minutes. Rachel Salazar voiced the second. The motion to approve the July 2024 minutes passed with a 7-0 vote. 4. Approval of July and August 2024 Friends of Downtown Budget Report Sara Stevens presented the July and August Friends of Downtown Budget Reports, noting that the budget for January 1, 2024 to September 30, 2024 will close this month. After discussion on the first deposit for Christmas lights, Terra James made a motion to release the Holiday Lighting designated funds of $4,371.53. to the general fund for the Friends of Downtown account. Rachel Salazar seconded the motion and the motion to release the designated funds passed with a 7-0 vote. Closing the discussion on financials, Rachel Salazar made a motion to approve the July and August Reports. Leslie Harkins voiced the second and the motion passed with a 7-0 vote. 5. Approval of the Friends of Downtown Budget for 2024-2025 Fiscal Year Sara Stevens presented the final budget for the new fiscal year starting in October. The budget was created after a decision was made in April 2024 to match the Friends budget to the City of Plainview’s fiscal year cycle. The budget will begin October 1st, 2024 and end September 30th, 2025. Rachel Salazar made amotion to approve the budget and JoAnn Rey seconded. The motion passed with a 7-0 vote. 6. Update responsibilities, timelines and budgets for projects in the 2024-2026 Work Plan The Board reviewed the Work Plan in depth, assigning projects to the Design and Friends of Downtown committees. Sara Stevens gave recommendations on selecting priorities for each of the four goals. She also gave updates on which items have made progress or been completed. Emily Parker addressed the notation of Main Street involvement in certain community events and requested a change in the presentation of Annual Responsibilities to reflect the shift away from events that the National Main Street Movement has made. No action was taken. 7. Committee Updates: Holidays, Design, and Friends of Downtown Terra James, Holiday Committee Chair, gave an update on the Christmas Open House event, including sharing the poster for the event and a list of the anticipated activities. Rachel Salazar, Design Committee Chair, gave an update stating that the committee planned to meet for the first time on Monday the 16th of September and has seven members anticipated to attend. Leslie Harkins stated that there were no updates for the Friends of Downtown committee. 11. Review Holiday Lights Contractor for 2024 Sara Stevens presented the final Holiday Lights invoice for 2024. The selected contractor is RECON lighting and landscaping out of New Home, Texas. Stevens detailed all of the areas and anticipated scheduling for the lighting of Downtown. 12. Action Items for October Board Meeting Action items for the next board meeting include reviewing the vacant building inventory and discussing a list of target businesses for the Work Plan and Transformation Strategies. Additionally, the board will hear updates from the committee chairs for Holidays, Design, and Friends of Downtown. 13.
