HomeMy WebLinkAbout10.07.2024 MS Board Minutes MINUTES Downtown Plainview Main Street Program & Tourism Coordinating Board Date: Monday, October 7, 2024 – 11:30 a.m. Board Members Present: Terra James, Emily Parker, Rachel Salazar, Leslie Harkins, JoAnn Rey, Sabrie Villegas Board Members Absent: Sheila McKay, Hari Kotaiya, Ellysa Harris City of Plainview, Downtown Plainview Main Street Representatives: Sara Stevens 1. Call to Order 11:35 a.m. 2. September Board Minutes – Review and Approve Rachel Salazar motioned to approve the September Board minutes. JoAnn Rey voiced the second. The motion to approve the September 2024 minutes passed with a 5-0 vote as Terra James was not yet present at the time of this vote. 3. Approval of September 2024 Friends of Downtown Budget Report Sara Stevens presented the September Friends of Downtown Budget Reports, noting that this would close the January 2024 – September 2024 fiscal year. Discussion was held on Holiday fundraising progress and anticipated revenue for October. Leslie Harkins made a motion to approve the September Budget Report. Rachel Salazar voiced the second and the motion passed with a 6-0 vote. 4. Review Vacant Inventory List to Select Properties for Activation Strategies Sara Stevens presented the list of assumed vacant properties within the Historic District of Downtown Plainview. Stevens spoke about seven properties that have potential for the window activation strategy. The board members the discussed who they have connections with to begin conversations to inquire about interest in the window activation project. No action was taken. 5. Review and Take Action on Quincy Street Billboard Sara Stevens displayed the current state of the billboard located at Quincy and Smythe, noting that the billboard is faded and needs to be rewrapped. Discussion was held about the history of the billboard and that it was largely an in-kind donation made by John Bertsch. Following discussion, Terra James made a motion to cease partnership with John Bertsch. Leslie Harkins seconded, and the motion passed with a 6-0 vote. 6. Review Timeline of 2024-2026 Work Plan Sara Stevens presented a condensed, linear view of the Work Plan. Stevens briefly spoke about the projects with highest priority and necessary order for largest projects. No action was taken. 7. Committee Updates: Holidays, Design, and Friends of Downtown Terra James, Holiday Committee Chair, gave updates about the Christmas Open House event on November 16th. Rachel Salazar, Design Committee Chair, gave an update stating that the committee met and were starting to look at the Window Activation Strategy. Leslie Harkins stated that there were no updates for the Friends of Downtown committee. 8. Civic Leadership Academy Sara Stevens spoke briefly about the Texas Tech University Civic Leadership Academy (CLA) class that is scheduled to visit Plainview to learn about the Main Street Program and Economic Development. In 2023, the CLA class collaborated with Main Street Staff to propose a project in Millennium Park for artistic seating. As a result, CLA granted $5,000 to the Downtown Plainview program for the project, now held in designated funds until project start. 13.
