MINUTES
Downtown Plainview Main Street Program & Tourism Coordinating Board
Date: Monday, December 4, 2023 – 11:30 a.m.
Board Members Present: Macrina Greve, Terra James, Cynthia Gregory, Emily Parker, Hari Krishna
Board Members Absent: Phyllis Wall, Sheila McKay, Jay Givens
City of Plainview, Downtown Plainview Main Street Representatives: Kristi Aday, Sara Stevens
Ex Officio: Tonya Keesee, Plainview Chamber of Commerce
1. Call to Order: 11:55 a.m.
2. November Board Minutes – Review and Approve
Terra James motioned to approve the November Board minutes. Cynthia Gregory voiced the 2nd. The motion to
approve the November 2023 minutes passed with a 5-0 vote.
3. Consider and take necessary action on the Friends of Downtown Financial Report
Sara Stevens presented the financial report and budget. Emily Parker motioned to approve the financial report.
Cynthia Gregory voiced the 2nd. The motion to approve the financial report passed with a 5-0 vote.
4. Develop strategic plan for Friends of Downtown fundraising
Kristi Aday and Sara Stevens recapped the Board’s decision for fundraising amounts made at the November 6th,
2023 Board meeting. Discussion was held to amend the amount and send out a fundraising letter by the end of
the year. The board agreed to have one-on-one meetings with businesses who might provide additional funding
for the Friends.
Emily Parker made a motion to reduce the fundraising request amount to $100 as a flat fee. Hari Krishna voiced
the 2nd. The motion to approve the updated fundraising request amount passed with a 5-0 vote.
5. Discussion on 2024 Second Saturday Events
The Board held discussion on options for 2024 Second Saturday events. The topics touched on fee requirements,
how businesses can sign up to host, and marketing approach moving from printed materials to digital based
promotion.
Discussion ended with two options to present at the next board meeting following Promotion committee input.
Option one is similar to 2023 with a single business host who determines their theme, elimination of posters and
mailings, and moving to digital marketing. Option two would include setting a monthly theme, downtown
businesses marketing themselves around that theme, and Main Street focusing on promoting the theme and
encouraging shopping downtown. No decisions were made.
6. Discussion on Texas Tech Civic Leadership Program project proposal
Sara Stevens and Kristi Aday reviewed the proposal from the Texas Tech Civic Leadership Academy to create
sustainable seating in Millennium Park.
7. Promotion Committee Review on Holiday 2023 Event
Terra James and Emily Parker reported that the holiday event was a great success. They reviewed the after-event
meeting held with Downtown business owners which discussed what was most and least successful about each
of the event components.

Next Meeting: Decision was tabled for later date.
