Downtown Plainview Main Street Program & Tourism Coordinating Board
Date: Monday, November 0, 2023 — 11:30 a.m.
Board Members Present: Jay Givens, Phyllis Wall, Terra James, Cynthia Gregory, Sheila McKay

1. Call to Order: 11:52 a.m.
2. August Board Minutes — Review and Approve
Terra James motioned to approve the August Board minutes, Sheila McKay voiced the 2"d. The motion to approve
the August 2023 minutes passed with a 5-0 vote.
3. Consider and take necessary action on the Friends of Downtown Financial Report
Sara Stevens presented the financial report and budget. Sheila McKay motioned to approve the financial report.
Terra James voiced the 2"d. The motion to approve the financial report passed with a 5-0 vote.
4. Friends of Downtown fundraising recommendations
Jay Givens explained that the committee considered expenses for anticipated projects and revenue that was
raised in 2022/2023 and recommended that the fundraising tiers be reduced to three options: $100 per
individuals, $200 per entity, $2,000 per entity for marketing with logos on materials throughout the year.
Discussion centered around eliminating the $100 tier option.
Terra James motioned to adjust the tiers to two options: $200 per entity and $2,000 per entity for logo marketing
on materials throughout the year. Cynthia Gregory voiced the 2"1. The motion to approve the updated
fundraising budget passed with a 5-0 vote,
5. Higginbotham Insurance Mural Grant Application
Sara Stevens presented the Mural Grant application for Higginbotham Insurance. Terra James motioned to
approve the grant for$6,000. Cynthia Gregory voiced the 2"d. The motion to approve the Higginbotham Mural
Grant passed with a 5-0 vote.
fi. HOT Grant — WBU Golf Tournament — board approved $750. Phyllis Wall motioned to approve. Cynthia
Gregory voiced the 2"d. The motion to approve the HOT grant passed with a 5-0 vote.
7. Promotions committee report on Holiday 2023 Event Progress
Terra James reported that the holiday event preparation was nearly finalized. She presented the Passport and
map created for the event and noted all the entertainment, food, vendor opportunities, Veteran ceremony, and
the tree lighting ceremony. Terra encouraged the board to attend and passed around a volunteer spreadsheet.
