HomeMy WebLinkAboutCouncil Minutes 05-22-2025The City Council of the City of Plainview met on May 22, 2025, at 11:30 a.m., at City Hall, 21 202 W. 5th Street, Plainview, Texas. Council Member Lorie Rodrigez-District 7 presided. Members present were Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gary House - District 4 and Daniel Rascon-District 5. Mayor Charles Starnes and Mayor Pro Tem Evan Weiss -District 6 were absent. Staff members present were Ted Chancellor -City Manager, Jeff Johnston -Interim City Manager, Slater Elza-City Attorney, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Kristi Aday-Director of Economic Development, Jason Johnson -Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Valessa Gutierrez-HR Manager and Belinda Hinojosa-City Secretary Guests Present: Ana Rey 1. Financial Report Presenter: Ted Chancellor, City Manager The Council and staff reviewed financial reports. Public Comment: None Motion: Move to approve Financial Reports Motion by Council Member House, seconded by Council Member Martinez Vote: 5-0. Motion carried. 5. A Resolution Approving the Economic Development Agreement Between the Tax Increment Reinvestment Zone # 1 Historic Downtown Plainview and Ana Rev for the Property Located at 1031 Broadway, Plainview, Texas 79072. (Resolution R25-663) Presenter: Kristi Aday, Director of Economic Development The TIRZ Board met on April 28, 2025 to hear a request from Ana Rey for her property located at 1031 Broadway, commonly known as the old Union Bus Station. Ms. Rey proposes the following improvements: electrical upgrades, parking lot asphalt, HVAC replacement, interior foam insulation, and fencing. They provided quotes from local vendors for the work. The total for Ms. Rey's planned improvements is $118,429. The TIRZ Board recommends a grant in the amount not to exceed $50,000. The project will provide some employment City Council Minutes May 22, 2025 Page 1 of 3 22 activity, creating 10-15 part time and seasonal jobs. Furthermore, it will bring an abandoned, unused building to active use in our downtown, generating new commercial activity, new visitor activity and supporting other local businesses through the construction, and ultimately services for event management. The TIRZ Board recommends a grant not to exceed $50,000 from TIRZ funds. Public Comment: Ana Rey provided an update on the request Motion: Move to adopt Resolution R25-663. Motion by Council Member House, seconded by Council Member Dickerson Vote: 5-0. Motion carried. 6. Consider Change Order for Golf Course Sprinkler System Update and Repair to Professional Turf Products Presenter: Tim Crosswhite, Capital Improvement Program Manager On November 4, 2024, the Council authorized repairs on the Golf Course Sprinkler System to replace all solenoid valves, fix all leaks in each control box, replace the base station and computer system and add a 36-month NSN Support Renewal Plan in the amount of $73,660.86 with the understanding that after the repairs were completed, the system could need more repairs. Additional work was discovered to be needed, which included replacement of valves in four of the control boxes, and getting the control boxes set up to work remotely. Staff recommends the change order for Golf Course Sprinkler System Update and Repair to Professional Turf Products, L.P. for $12,710.40 Motion: Move to authorize change order Motion by Council Member House, seconded by Council Member Dickerson Vote: 5-0. Motion carried. 7. Authorize Department of State Health Services FY26 IMM/LOCALS Grant Contract HHS001331300033 Presenter: Jeff Johnston, Assistant City Manager The contract grant amount for FY26 (September 1, 2025 through August 31, 2026) is $129,459.00. This is the same funding level as the current agreement. These funds are used to cover personnel, fringe benefits, any travel required for training pertaining to the immunization program, supplies not provided directly by the State, rent and phone bill. Staff recommends approval. Motion carried. 8. Authorize Department of State Health Services FY26 RLSS/LPHS Contract HHS001588400042 Presenter: Jeff Johnston, Assistant City Manager This would authorize the City to enter into a grant agreement with the Department of State Health Services (DSHS) to continue the funding for the Environmental Health Inspector and related public health services and inspections. The two-year agreement will provide funding in the amount of $102,192 (or $51,096 per year). This is not an increase over previous funding rather a guarantee of an additional year of funds from the State for this program. Staff recommend approval of the agreement.
