Hall, 202 W. 5'h Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, and Evan Weiss -District 6. Council Members Daniel Rascon-District 5 and
Lorie Rodriguez -District 7 were absent.
Staff members present were Jeff Johnston -Interim City Manager, Courtney White -City
Attorney, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby
Gipson -Fire Chief, Kristi Aday-Director of Economic Development, Jason Johnson -
Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Philip Mize -
Chief Building Official and Belinda Hinojosa-City Secretary.

Staff Recommends that the Council issue a demolition order of all structures and the
removal of all debris at property owner expense.

5. An Ordinance Amendina the Plainview Zonina Ordinance as Codified In Chapter
14 of the City's Code of Ordinances and Amending the Zoning Map of the City of

Industrial ("HI") Zoning District to General Commercial Business ("GC") Zoning District

7-13 and the South One -Half (S/2) of Lot 14 Block 34, Original Town of Plainview, Hale
County Texas commonly known as 302 Austin 308 Austin and 305 Broadway, Plainview,
Texas Pursuant to Sections 14.04.003 and 14.13.004 of the Code of Ordinances, City of
Plainview Texas; Providing a Penalty Effective Date a Savings Clause, and a Severability
Clause; and Providing for Publication. (Ordinance No. 25-3776 - Second Reading)

8. A Resolution of the Citv Council of the City of Plainview, Texas, Stating That the
City Council has Reviewed and Adopted an Investment Policy in Accordance With Texas
Government Code Chapter 2256 the Public Funds Investment Act, Requiring the
Governing Body to Review Investment Policy as well as Investment Strategy for Public
Fund Investment; and Declaring an Effective Date (Resolution R25-655)

9. Approval of New Method of Evaluating Entry -Level Firefighters' Physical Abilities
and Authorize City Manager to siqn Contract
Presenter: Bobby Gipson, Fire Chief
Staff requests council approval to use Firefit as the new physical agility assessment test
and authorize the interim city manager to sign the contract.
Motion: Move to approve new method and authorize City Manager to sign the contract

10. Award of Bid for North Quincy Street Reconstruction and Authorize Mayor to Sign
Necessary Documents
Presenter: Tim Crosswhite, Capital Improvement Program Manager
One bid was received. Staff recommends the Award of Bid to Thrasher Inc. for the North
Quincy Street Reconstruction Project in the amount of $601,354 and authorize Mayor to
sign necessary documents.

11. Convene into executive session pursuant to Texas Government Code & 551.087
to discuss or deliberate regarding an offer of a financial or other incentive to a business
prospect that the City seeks to have locate, stay, or expand in or near the territory of the
