HomeMy WebLinkAboutCouncil Minutes 02-11-2025488 The City Council of the City of Plainview met on February 11, 2025, at 6:30 p.m., at City Hall, 202 W. 5'h Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, and Evan Weiss -District 6. Council Members Daniel Rascon-District 5 and Lorie Rodriguez -District 7 were absent. Staff members present were Jeff Johnston -Interim City Manager, Courtney White -City Attorney, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Kristi Aday-Director of Economic Development, Jason Johnson - Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Philip Mize - Chief Building Official and Belinda Hinojosa-City Secretary. Guests Present: Justin Cantwell, Joel Steed and Heathe Nebolsky Invocation — Council Member Gary House Pledge of Allegiance 2. Recognitions — Mayor Starnes and Council Member Evan Weiss were presented the Challenge Coins from Heather Nebolsky, Veteran Services Office. Presentation of Plainview Housing Authority Annual Report Presenter: Joel Steed, Chairman Staff Recommends that the Council issue a demolition order of all structures and the removal of all debris at property owner expense. Presented the Plainview Housing Authority Annual Report 5. An Ordinance Amendina the Plainview Zonina Ordinance as Codified In Chapter 14 of the City's Code of Ordinances and Amending the Zoning Map of the City of Plainview as set out in $14.02.003 of the Code of Ordinances by Changing from Heavy Industrial ("HI") Zoning District to General Commercial Business ("GC") Zoning District the West 100 feet of Lots 3-6, Block 1, Depot Addition, Plainview, Hale County, Texas Commonly Known as 110 West 12th Street, Plainview, Texas; Providing an Effective Date, ne City Council Minutes February 11, 2025 Page 2 of 5 490 a Savings Clause and a Severability Clause; and Providing for Publication. (Ordinance No. 25-3774 — Second Reading) There was no public comment. Motion: Move to adopt Ordinance 25-3774 on second reading. Motion by Council Member House, seconded by Council Member Martinez Vote: 6-0. Motion carried. 6. An Ordinance Amending the Plainview Zoning Ordinance as Codified in Chapter 14 of the City's Code of Ordinances and Amending the Zoning Map of the City of Plainview as set out in §14.02.003 of the Code of Ordinances by Changing From Mixed Use ("MU") Zoning District to General Commercial ("GC") Zoning District All of Lots 7-13, and the South One -Half (S/2) of Lot 14 Block 34, Original Town of Plainview, Hale County Texas commonly known as 302 Austin 308 Austin and 305 Broadway, Plainview, Texas; Providing an Effective Date a Savings Clause and a Severability Clause; and Providing for Publication. (Ordinance No. 25-3775 — Second Reading) There was no public comment. Motion: Move to adopt Ordinance 25-3775 on second reading. Motion by Council Member McDonough, seconded by Council Member Martinez Vote: 6-0. Motion carried. 7. An Ordinance of the City of Plainview Granting a Special Use Permit ("SUP") to Operate a Correctional Institution in General Commercial ("GC") Zoning District at All of Lots 7-13 and the South One -Half (S/2) of Lot 14 Block 34, Original Town of Plainview, Hale County Texas commonly known as 302 Austin 308 Austin and 305 Broadway, Plainview, Texas Pursuant to Sections 14.04.003 and 14.13.004 of the Code of Ordinances, City of Plainview Texas; Providing a Penalty Effective Date a Savings Clause, and a Severability Clause; and Providing for Publication. (Ordinance No. 25-3776 - Second Reading) There was no public comment. Motion: Move to adopt Ordinance 25-3776 on second reading. Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 6-0. Motion carried. 8. A Resolution of the Citv Council of the City of Plainview, Texas, Stating That the City Council has Reviewed and Adopted an Investment Policy in Accordance With Texas Government Code Chapter 2256 the Public Funds Investment Act, Requiring the Governing Body to Review Investment Policy as well as Investment Strategy for Public Fund Investment; and Declaring an Effective Date (Resolution R25-655) 0 City Council Minutes February 11, 2025 Page 3 of 5 Presenter: Jason Johnson, Director of Finance 491 Reviewed the Investment Policy. There are no changes from the previous policy. Motion: Move to adopt Resolution R25-655. Motion by Mayor Pro Tem Weiss, seconded by Council Member McDonough Vote: 6-0. Motion carried. 9. Approval of New Method of Evaluating Entry -Level Firefighters' Physical Abilities and Authorize City Manager to siqn Contract Presenter: Bobby Gipson, Fire Chief Staff requests council approval to use Firefit as the new physical agility assessment test and authorize the interim city manager to sign the contract. Motion: Move to approve new method and authorize City Manager to sign the contract Motion by Council Member House, seconded by Council Member McDonough Vote: 6-0. Motion carried 10. Award of Bid for North Quincy Street Reconstruction and Authorize Mayor to Sign Necessary Documents Presenter: Tim Crosswhite, Capital Improvement Program Manager One bid was received. Staff recommends the Award of Bid to Thrasher Inc. for the North Quincy Street Reconstruction Project in the amount of $601,354 and authorize Mayor to sign necessary documents. Motion: Move to award bid to Thrasher, Inc. in the amount of $601,354 and authorize Mayor to sign necessary documents. Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 6-0. Motion carried. 11. Convene into executive session pursuant to Texas Government Code & 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City of Plainview.
