Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present were Council Members Mary
Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3,
Gary House -District 4, Daniel Rascon-District 5, and Evan Weiss -District 6. Council
Member Lorie Rodriguez -District 7 was absent.
Staff members present were Belinda Hinojosa-City Secretary
Guests Present: Larry Gilley
1. Invocation — Mayor Pro Tem Weiss
2. Excused Absences — Council Member Lorie Rodriguez
3. Convene into executive session pursuant to Texas Government Code $ 551.074
to deliberate the appointment, employment, evaluation, reassignment, duties, discipline
or dismissal of a public officer or employee, or to hear a complaint or charge against an

Mayor Starnes recessed the meeting at 4:02 p.m.
Mayor Starnes opened the meeting at 6:15 p.m.
