HomeMy WebLinkAboutCouncil Minutes 02-25-2025I LOU The City Council of the City of Plainview met on February 25, 2025, at 6:30 p.m., at City Hall, 202 W. 5tn Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gary House -District 4, Daniel Rascon- District 5 and Evan Weiss -District 6. Council Members Mike McDonough -District 3 and Lorie Rodriguez -District 7 were absent. Staff members present were Jeff Johnston -Interim City Manager, Slater Elza-City Attorney, Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Kristi Aday-Director of Economic Development, Jason Johnson - Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Valessa Gutierrez-HR Manager and Belinda Hinojosa-City Secretary. Guests Present: Chief Shawn Short, Susan Blackerby and Phyllis Wall Invocation — Council Member Gary House Pledge of Allegiance 2. Recognitions — Chief Shawn Short recognized the Plainview Police Department on their Reaccreditation 3. Consent Calendar a) Excused Absences — Mayor Pro Tern Evan Weiss and Council Members Mike McDonough, and Lorie Rodriquez b) Minutes of February 6, 2025 and February 11, 2025 c) Financial Reports Public Comment: None Motion: Move to approve Consent Calendar Motion by Council Member House, seconded by Council Member Dickerson Vote: 5 — 0. Motion carried. 4. Presentation of the Plainview Police Department Racial Profiling Report Presenter: Derrick Watson, Chief of Police Presented the report for 2024. There were no racial profiling complaints. Motion: Move to accept Police Department Racial Profiling Report. Motion by Council Member Rascon, seconded by Council Member House Vote: 5-0. A Resolution of the City Council of Plainview, Texas, Authorizing the Mayor of Plainview, Texas, or his Designee, to Enter Into a Multiple -Use Agreement with the Texas Department of Transportation to Permit the Installation and Operation of Automated License Plate Recognition Cameras Within Interstate 27 Service Road and West 10th Street South Bound; Dimmit Road and North Interstate 27 South Bound; East 5th Street and Juniper West Bound; Columbia Street and Industrial Blvd South Bound; US 87 Business and SW 20th North Bound; Interstate 27 Service Road and Grandview Drive North Bound (Resolution R25-656) Presenter: Derrick Watson, Chief of Police The proposed Resolution authorizes the Mayor to sign a Multiple Use Agreement with TXDOT authorizing Flock License Plate Readers to be installed at six different locations. The six proposed camera locations are all within TXDOT right of way and require entering into an agreement for their installation. Motion: Move to adopt Resolution R25-656. Motion by Council Member House, seconded by Council Member Martinez Vote: 5-0. Motion carried 6. Consider TIPS Purchase Lloyd C. Woods Park Restroom Presenter: Tim Crosswhite, Capital Improvement Program Manager The restroom is identified in the Parks Master Plan and will replace the existing Woods Park restroom. This will be an Interlocal Purchasing System (TIPS) purchase with CXT. This is the same restroom the City installed in the City Park Baseball complex area and John B. Stoneham park. The restroom will also include a built-in water fountain. Staff recommends approving the TIPS Purchase #240202 for CXT Restrooms in the amount of $117,198 and $20,000 for prep work. Public Comment: None Motion: Move to accept recommendation of Capital Improvement Program Manager. Motion by Council Member Rascon, seconded by Council Member House Vote: 5-0. Motion carried. 7. Award of Bid for Annual Seal Coat Program Presenter: Tim Crosswhite, Capital Improvement Program Manager City recommends awarding bid to the lowest bidder, Freeman Paving of Vernon, Texas for a total of $242,425 with a 90-day completion time frame. Motion: Move to award bid to Freeman Paving. City Council Minutes February 25, 2025 Page 2 of 3 Motion by Council Member Martinez, seconded by Council Member Dickerson Vote: 5-0. Motion carried. 8. Convene into executive session pursuant to Texas Government Code $ 551.074 to deliberate the appointment employment evaluation reassignment, duties, discipline or dismissal of a public officer or employee or to hear a complaint or charge against an officer or employee. City Manager Mayor Starnes recessed the meeting at 7:24 p.m. Mayor Starnes called the meeting back in open session at 7:43 p.m. 9. Consider and take necessary action regarding City Manager Motion: Move to hire Theodore Chancellor as the next City Manager of Plainview with a starting salary of $170,000 plus standard city employee benefits and authorize the Mayor and City Attorney to take necessary actions to complete the hiring. Motion by Council Member House, seconded by Council Member Martinez Public Comment: None Vote: 5-0. Motion carried 10.
