Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Gary House -District 4, Daniel Rascon-
District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Mike
McDonough -District 3 was absent. 0
Staff members present were Jeff Johnston -Interim City Manager, Courtney White -City
Attorney, Isauro Gutierrez -Director of IT, Neil Weems -Director of Public Works, Derrick
Watson -Police Chief, Bobby Gipson -Fire Chief, Jason Johnson -Director of Finance, Tim
Crosswhite-Capital Improvement Program Manager, Valessa Gutierrez-HR Manager and
Belinda Hinojosa-City Secretary.

Staff recommends authorizing the Agreement for Services for the Compensation Study
Peer Review Analysis with HUB International
Motion: Move to authorize Agreement with HUB International for Peer Review

4. A Resolution of the City of Plainview, Texas Finding That the Statement of Intent 499
of Atmos Energy Corp., West Texas Division to Change Rates Filing Within the City
Should be Denied; Finding that the City's Reasonable Rate Case Expenses Shall be
Reimbursed by the Company; Finding that the Meeting at Which this Resolution is Passed
is Open to the Public as Required by Law; Requiring Notice of this Resolution to the
Company and Legal Counsel. (Resolution R25-657)
Presenter: Jeff Johnston, Interim City Manager
We were advised that a settlement has been reached but will need to adopt this
Resolution denying the rate case. Staff recommends adopting the Resolution.

5. Award of Bid for Horizontal Baler and Conveyor
Presenter: Brocke Lively, Landfill Superintendent
Staff recommends awarding bid to Reaction Distributing in the amount of $114,796. The
City will be reimbursed any tariffs that are imposed.

Motion: Move to award bid to Reaction Distributing for $114,796.

6. Consider a Sole Source Award with Andritz Separation Inc. for the Belt Press
Recondition Project and authorize the City Manager to sign the necessary documents.
Presenter: Tim Crosswhite, Capital Improvement Program Manager
This is for a sole source purchase for rebuilding an Andritz belt press. Staff recommends
approving the sole purchase from Andritz Belt Press in the amount of $511,007.
Public Comment: None
Motion: Move award the bid from Andritz Separation for $511,007

500 7. Consider a Sole Source Award with Schwing Bioset for the Belt Press Conveyor
Recondition Project and authorize the City Manager to sign the necessary documents.
Presenter: Tim Crosswhite, Capital Improvement Program Manager
This is for a sole source purchase for rebuilding the Schwing belt press conveyor. Staff
recommends approving sole purchase from Andritz Belt Press.
Motion: Move to award Schwing Bioset the project for Belt Conveyor reconditioning
Motion by Mayor Pro Tern Weiss, seconded by Council Member Rascon
Vote: 7-0. Motion carried.
8. Convene into executive session pursuant to Texas Government Code � 551.074
to deliberate the appointment, employment, evaluation, reassignment, duties, discipline
or dismissal of a public officer or employee, or to hear a complaint or charge against an
officer or employee. City Manager
Mayor Starnes recessed the meeting at 7:09 p.m.
Mayor Starnes called the meeting back in open session at 7:17 p.m. and announced no
action would be taken.
