Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present were Council Members Mary
Elizabeth Dickerson -District 1, Gary House -District 4, Daniel Rascon-District 5 and Evan
Weiss -District 6. Council Members Steve Martinez -District 2 and Lorie Rodriguez -District
7 were absent.
Staff members present were Jeff Johnston -Interim City Manager, Slater Elza-City
Attorney, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of
Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Kristi Aday-

4. Annual Comprehensive Financial Report
Presenter: Kristy Frye, Bolinger, Segars, Gilbert & Moss, L.L.P.
She reviewed the Annual Comprehensive Financial Report and advised the City received
a clean opinion.

Vote: 5-0. Motion carried.
5. Presentation of Fire Department Annual Report
Presenter: Bobby Gipson, Fire Chief
Presented Fire Department Annual Report.
6. Award of Bid for Sewer Line Pipe Bursting Project
Presenter: Tim Crosswhite, Capital Improvement Program Manager
Staff recommends rejecting the bid received from Bo Simon, Inc. in the amount of
$250,990.
Public Comment: None
Motion: Move to reject bid from Bo Simon, Inc.
Motion by Mayor Pro Tern Weiss, seconded by Council Member Dickerson
Vote: 5-0. Motion carried.
7. Authorize Donation Agreement with Wayland Baptist University for signage rights
on the scoreboard at Field #2 of Softball Complex in Running Water Draw Park
Presenter: Tim Crosswhite, Capital Improvement Program Manager
Wayland Baptist University has a lease agreement to use one softball field in the Running
Water Draw Park for their women's softball program and has requested that we allow
them to install their University Logo on the field's new scoreboard. This agreement would
continue for so long as WBU has the right to use the Field, under the Field Lease
Agreement between WBU and the City of Plainview.
WBU's donation under this agreement would be in the amount of $25,000.
Motion: Move to authorize Donation Agreement with Wayland Baptist University
Motion by Council Member Rascon, seconded by Council Member House
Vote: 5-0. Motion carried.
8. Resolution Accepting From Larry Gloria an Underground Utility Easement
Dedication in Elm -Dale Subdivision Tract A. Being A Replat Of Certain Lots In Block 5 of
the Elm -Dale Subdivision, and Located in the Vicinity of Southwest 6th Street and South
Austin Street, Plainview, Hale County, Texas. (Resolution R25-658)

This resolution is to accept a 14-foot Underground Utility Easement for Tract A of the Elm -
Dale Subdivision. This agenda item is to clearly establish the 14' Underground Utility
Easement to protect the 12" water main on the property. Staff recommends approval of
the 14-foot Underground Utility Easement Located between S. W. 4th and S.W. 6th Street
in Trac A of the Elm -Dale Subdivision.
Motion: Move to accept from Larry Gloria on Underground Utility Easement
Motion by Council Member House, seconded by Council Member Dickerson
Vote: 5-0. Motion carried.
9. A Resolution Authorizinq the Submittal of a Grant Application for Funding Through
the Economic Development Administration (EDA) for the Plainview -Hale County Airport
Terminal Building and East Ramp Improvement Project (Resolution R25-659)
Presenter: Tim Crosswhite, Capital Improvement Program Manager
The City and County previously submitted an Economic Development Administration
grant application in the amount of $2,000,000 and were denied due to lack of funding in
the grant program This Resolution would authorize the submittal of a grant application to
assist with the construction of a new terminal building at the Airport
Motion: Move to adopt Resolution R25-659
Motion by Mayor Pro Tern Weiss, seconded by Council Member Rascon
Vote: 5-0. Motion carried.
10. Authorize Agreement for Sale of Bulk Water between City of Plainview and Fuller
and Sons Construction, Ltd.
Presenter: Neil Weems, Director of Public Works
The agreement is between the City of Plainview and Fuller & Sons Construction Ltd to
sale bulk water at a rate of $6.11 per 1000 gallons for 5 months. The cost of the installation
of the meter will be a pass -through cost to Fuller and Sons Construction.
Motion: Move to authorize Agreement for Sale of Bulk Water
Motion by Council Member House, seconded by Council Member Rascon
Vote: 5-0. Motion carried.
11. Convene into executive session pursuant to Texas Government Code § 551.087
to discuss or deliberate regarding an offer of a financial or other incentive to a business
prospect that the City seeks to have locate, stay, or expand in or near the territory of the
City of Plainview. Economic Development

6 Mayor Starnes recessed the meeting at 7:15 p.m.
Mayor Starnes called the meeting back in open session at 7:37 p.m. and announced no
action would be taken.
